FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 Council Work Session April 12, 2017 Joint Planning Commission and City Council Streetsense Final Presentation Small Area Plans 3 and 6 The Council of the City of Fredericksburg, Virginia held a work session on Wednesday, April 12, 2017, beginning at 6:00 p.m. at the Executive Plaza, third floor conference room. Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor William C. Withers, Jr., Councilors Kerry P. Devine, Timothy P. Duffy, Bradford C. Ellis and Matthew J. Kelly. Council Absent. Charlie L. Frye, Jr., work. Planning Commission Present. Chairman James Pates, Vice-Chair Roy Gratz, James Beavers, Thomas O’Toole and Steven Slominski. Planning Commission Absent. Kenneth Gantt and Chris Hornung. Also Present. City Manager Timothy J. Baroody, City Attorney Kathleen Dooley, Assistant City Manager Mark Whitley, Assistant City Manager Doug Fawcett, Planning and Building Services Director Charles Johnston, Zoning Administrator Michael Craig, Community Development Planner Susanna Finn, Historic Resources Planner Kate Schwartz, Economic Development Director Bill Freehling, Business Development Manager Angela Freeman, and Clerk of Council Tonya B. Lacey. Others Present. Collin Green, Streetsense, Beth Hesler, Streetsense and Michael Kitchen, Christopher Consultant. Small Area Plans 3 and 6. Mr. Johnston said this was the final presentation and Mr. Green and Ms. Hesler would be presenting the draft product for Small Area Plans 3 and 6. The next step would be to evolve this into the Comprehensive Plan. Mr. Green presented a PowerPoint showing the results for Areas 3 and 6. The PowerPoint covered the process, community feedback, market analysis summary, transect plan, transect key, regulating plan and implementation matrix. See Attachment I for more information. 1  Councilor Kelly said the City was looking at more intensive development than ever before and he asked how closely they were looking at the infrastructure needs or changes to support the development. Mr. Johnston said they acknowledged the needs and the efforts needed to be made but there was no money out there to make those changes. Mr. Kelly expressed that he did not want the counties to squeeze the City out so he wanted to be sure the City was looking at what development the Counties were doing. Mr. Green said they did look at competition that was coming into the area but as far as growth they only looked within the City. He said there was high value in maintaining the character of the City. Councilor Kelly expressed his concerns that the infrastructure was very behind. Vice-Mayor Withers stated that he liked where they were headed with the area plans but he was concerned with how to implement the plan and where the City would start. Mr. Johnson warned that in the interim the City could not allow projects that did not fit the vision or there would be vacant properties. Planning Chair Pates stated that the document was not a Comprehensive Plan amendment and he said this was a first step of what he hoped would be an implementation process for these two areas within the next six months. Mr. Johnston had a different view and said there were parts of the plan that could be used for Comp Plan amendments. Councilor Kelly added that staff does not currently have anything that gives the vision for what the City wanted and this would give that vision and direction of the type of development the City was looking for. Councilor Ellis asked about the suggestion of changing the one way streets to two way in area 6 and Mr. Green said something’s benefit livability more than cost benefits. He said the roadways were the same size as two way roads and it would not be difficult to change. Mr. Green said this would benefit the livability in this area. Councilor Kelly said this would be an opportunity to look at future development in the context of protecting existing neighborhoods from future development and providing more of a buffer. Mr. Johnston said that was one of the themes to make the zoning to fit the neighborhoods. He said they would like to make it fit reality. Mr. Johnston said that was the point of the Maker District it would fit the patterns of the area. Adjournment. There being no further business to come before the Council at this time.
