Council Vision Meetings
June 12, 2017
Vision Meeting at the Idlewild Community Center
The Council of the City of Fredericksburg, Virginia held a work session on Tuesday,
June 10, 2017, beginning at 7:00 p.m. Idlewild Community Center.
Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor William C.
Withers, Jr., Councilors Kerry P. Devine, Timothy P. Duffy, Bradford C. Ellis, Charlie L. Frye, Jr.
and Matthew J. Kelly.
Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley,
Fiscal Affairs Director Clarence Robinson, Chief David Nye, Human Resources Director Robert
Bell, Budget Manager Deidre Jett, Director of Planning and Building Services Charles Johnston,
Park and Recreation Director Jane Shelhorse and Clerk of Council Tonya B. Lacey.
Council Vision. Mayor Greenlaw explained that the Council held a retreat and at the
retreat they put together goals and objectives that the City Manager uses for the budget and for the
direction of the City. At their fall retreat they put together a vision and eight (8) future states with a
list of thirty-six (36) priorities.
The Council reviewed the eight future states and the 36 priorities with the community and
gave the community insight of where the City was headed. The future states and the 36 priorities
can be seen on the attached documents.
The public was engaged and had a few questions/comments in regards to Route 3/I-95
improvements, reduction in incarceration rate, affordable housing, accessibility for future housing,
parks, trails and ADA compliance at the VCR trail, neighborhood improvements, commuter vans
for different areas of the City, recycling and composting
Adjournment. There being no further business to come before the Council at this time.
Mayor Greenlaw declared the session officially adjourned at 9:01 p.m.
