Lacey. Notice of Public Hearings (D18-310). The Clerk read the notice of the public hearings as they appeared in the local newspaper, the purpose being to solicit citizen input. Soliciting Public Comment on the Implementation of 2017-2018 Community Development Block Grant Program (D18-310). no speakers. Ms. 20047 Public Hearing 09/11/18 Finn reported that each year the City submits a Consolidated Annual Performance Evaluation Report (CAPER) to the U. S. Department of Housing and Urban Development in order to meet federal guidelines under the Community Development Block Grant (CDBG) Programs. The CAPER is an opportunity to look at the City’s progress on the goals established in the 2016 Consolidated Plan for the CDBG plan. The purpose of the public hearing was to offer the public the chance to provide feedback on the execution of the CDBG programs during 2017-2018. In addition to the public hearing staff contacted neighborhood associations, civic groups, and interested parties to solicit public input. A summary of the CAPER appeared in the Free Lance-Star on August 28, 2018. This notice opened the public comment period. The final report will be brought back to City Council on September 25 for final approval. Councilor Frye spoke highly of the program and the work of Mrs. Finn as did Mayor Greenlaw. She said this was the best use of taxpayers’ dollars $189,000 used on 763 households in need of major construction. Adjourned. Council had a moment of silence in honor of all the victims of the 9-11 attacks followed by the Pledge of Allegiance led by Mayor Mary Katherine Greenlaw. Officer Recognized. Mayor Greenlaw recognized the presence of Officer Scott Worley at this evening’s meeting. 20049 Regular Session 09/11/18 Hurricane Florence Preparation Update and Approval of Resolution 18-75, Declaration of Local Emergency for Hurricane Florence (D18-307). Captain/Deputy Emergency Management Coordinator Podbielski updated the Council on the impacts of Hurricane Florence. In the beginning the storm was to have a significant impact on the City since that report he said the storm had rerouted towards the south. Mr. Podbielski stated that staff was prepared and they meet in advance to go over the many scenarios. Resolution 18-75, Declaration of Local Emergency for Hurricane Florence (D18-307). – Councilor Duffy made a motion to approve Resolution 18-75; declaring of local emergency for Hurricane Florence; motion was seconded by Councilor Devine and passed by the following recorded votes. Ayes (6). Councilors Greenlaw, Withers, Devine, Duffy, Frye and Graham. Nays (0). Stafford Airport Authority Update (D18-308). Chair of the Authority Lindy Kirkland briefed the City Council on the Airport Authority. Mr. Kirkland presented a PowerPoint presentation and he discussed the Mission and Vision, reviewed the current membership of the Authority, he gave background information, he reviewed the current status of the airports as well as ongoing efforts and opportunities such as expanding the runway by 1,000 feet. He said by expanding the runway by 1,000 feet it would allow many more corporate jets to land there. See D18-308 for more information. Councilor Duffy asked how would the runway extension impact economic development in the region and Mr. Kirkland said it would open up the runway to more corporate operators who are not allow to operate on runways less than 6,000 feet. He said it would give operators the opportunity to come to Stafford instead of Manassas or Dulles. 20050 Regular Session 09/11/18 This would allow Stafford Airport to catch the fuel sale and other things that go along with that. Councilor Devine asked for clarification on the mitigation that needed to be done, how close the extended runway would bring airplanes to the neighborhoods, would the hours of use be increased and whether there would be any additional noise. Mr. Kirkland said the mitigation was simple mitigation, mostly wetland (about 30 acres). He said no structures had to be moved. He explained that the runway would not be any closer to the neighborhoods because they sit to the right or the left of the runway not in the direct path. Mr. Kirkland stated that the airport was a 24 hours facility but it was only staffed during the day. He said the facility was non-towered and it was self-controlled. Councilor Graham asked whether the increased traffic would require a tower to be installed and Mr. Kirkland said that would be determined by Federal Aviation Administration. Fredericksburg Regional Alliance Update (D18-309). President Curry Roberts presented a PowerPoint presentation and he discussed Marketing Metrics, Fiscal Year 2018 Marketing Calendar, FRA Economic Development Involvement, Capacity Building, Regional Plans, Goal to add 73,000 jobs in the Region, and FRA Investors. See D18-309 for more information. Public Hearings (D18-310). The regular session was recessed in order to conduct the scheduled public hearings and immediately reconvened upon their conclusion. Councilor Devine moved approval of the June 12, June 26 and July 10, 2018, Work Session Minutes and the August 28, 2018 Public Hearing and Regular Session; motion was seconded by Vice-Mayor Withers and passed by the following recorded votes. Ayes (6). Councilors Greenlaw, Withers, Devine, Duffy, Frye and Graham. Nays (0). 20052 Regular Session 09/11/18 Preliminary Year-End Financial Report for Fiscal Year 2018 (D18- 320). Finance Director Shugart presented the Year-End Financial Report and she stated that the report was a preliminary Fiscal Year 2018 (FY18) results. The year-end revenues are projected to be $93.7 million, a 4.3 percent increase over FY17. The major revenue sources all showed positive growth over FY17, real estate at $31.6 million, personal property $8.8 million, sales tax $11.5 million, meals tax 11.8 million. The expenditures are expected to be $92.1 million, a slight increase over FY17. The amount remaining in the contingency is approximately $209,000. The projected addition to the fund balance is $1.58 million but does not include outstanding encumbrances or consideration of additional commitments. Mr. Whitley said this was the first time the City has been able to add funding to the fund balance since 2015. Ordinance 18-14, First Read, Amending the Regulation Regarding Entry Into and Watercraft on the City Canal and Cossey Pond (D18-321 thru D18-322). After staff review and PowerPoint presentation Vice-Mayor Withers made a motion to approved Ordinance 18-14, amending the regulation regarding entry into and watercraft on the city canal and Cossey Pond; motion was seconded by Councilor Graham and passed by the following recorded votes. City Manager Baroody reviewed the Manager’s report and Council Calendar.
