City Council Biennial Planning Off-Site Meeting
The Council of the City of Fredericksburg, Virginia held a work session on Tuesday,
October 12 & 13, 2016, beginning at 8:30 a.m. at the Executive Plaza, 601 Carline Street, third
floor.
Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor William C.
Withers, Jr. Councilors Kerry P. Devine, Dr. Timothy P. Duffy, Charlie L. Frye, Jr., Jason N.
Graham and Matthew J. Kelly.
Also Present. City Manager Timothy Baroody, Assistant City Manager Mark Whitley,
Assistant City Manager Doug Fawcett, City Attorney Kathleen Dooley, Economic Development
Director Bill Freehling, Director of Community Planning & Building Services Charles Johnston,
Transportation Administrator Erik Nelson, Public Works Director David King, Assistant public
Works Director Dianne Beyer, Police Chief David Nye, Historic Preservation Planner Kate
Schwartz, Senior Environmental Planner John Saunders, Information Technology Director

Purpose of Retreat. The purpose of the retreat was to assist the City Council in
ensuring its focus on governance and a positive direction for the City through a reaffirmation of
the Council’s vision and a review of priorities for achieving it, along with gaining a deeper
understanding of the staff’s work on organizational performance.
Day 1 - The Council begin with a team building assignment. After the team building
assignment was completed, they reviewed the local elected leadership model and vision strategy.
Later in the morning, the Council was broken into groups and they worked on a brain storming
activity to hear from the council members regarding asset, strengths, needs, interest and potential

initiatives. During the brainstorm they discussed things they would like keep and things they
would like to change in the City.
After lunch the City staff presented the various priorities and reviewed the work and
progress of those priorities. This progress can be found in the Final Report.
The staff also presented a video presentation on the values that were created by staff over
the past couple of years. The Values are: Agile Innovation, Abundant Compassion, Outstanding
Customer Service, Energized Work Environment, Essential Engagement and Unwavering
Stewardship (See Attachment IV for the values descriptions).
Day 2 – Budget Manager Jett began the day by reviewing the Capital Improvements and
Finances. Staff presented a PowerPoint and reviewed the capital improvements, CIP Planning for
Fiscal Years 2020-2025 for schools, public works, public facilities, public safety, courts, water and
wastewater. Finance Director Shugart presented a PowerPoint that reviewed the debt service and
Assistant City Manager Whitley presented a PowerPoint on the Five-Year Look Ahead. (See
Attachment V for more information).
After the financial overview the Council worked individually to review the current
priorities to determine what they wanted to continue, eliminate or add. The Council ended the day
discussing and reviewing each of the priorities. (See Attachment II for the highlighted changes).
Adjournment. There being no further business to come before the Council at this
time, Mayor Greenlaw declared the work session officially adjourned at 3:30 p.m. on October 13,
2018.
