FRYE, JR., WARD FOUR Fredericksburg, Virginia 22401 Joint School Board/Council Work Session December 3, 2018 Budget Planning Enrollment Study The Council of the City of Fredericksburg, Virginia held a work session on Monday, December 3, 2018, beginning at 5:10 p.m. at the Walker-Grant Center, 210 Ferdinand Street. Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor Withers, Councilors Kerry P. Devine, Timothy P. Duffy, Charlie L. Frye, Jr., Jason N. Graham and Matthew J. Kelly. School Board Present. Malvina Rollins Kay (5:37), Jennifer L. Boyd, Jarvis E. Bailey, Jannan W. Holmes, Kathleen V. Pomeroy and Elizabeth R. Rehm. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager Doug Fawcett, City Attorney Kathleen A. Dooley, Budget Manager Deidre Jett and Clerk of Council Tonya B. Lacey. Others Present: Division Superintendent Dr. David G. Wright, Secretary Rebecca Christopher Vice-President of Mosely Architecture Doug Westmoreland and Susan Brier also of Mosely Architecture. Budget Planning. Assistant City Manager Whitley presented a PowerPoint presentation and he discussed the current debt service levels as of 2019, current debt service including six year adopted Capital Improvement Plan (CIP), Baseline Forecast for FY 2020-FY 2024, important notes on the baseline, CIP to include baseline and five new positions, impact of potential increase in real estate tax, schools FY 2020-2025 draft CIP and impact of individual school projects. See Attachment I for more information. Enrollment Study. Mr. Westmoreland from Mosley Architect presented a PowerPoint presentation which included a review on the 2017 student enrollment projections, fundamental 1 observations from 2014- 2017, enrollment projections for 2018, 2014 study recommendations on additions/renovations at Walker-Grant Middle, Lafayette Upper Elementary addition, James Monroe High School additions and moving 8th grade to the high school, capacity project estimates and capacity options. See Attachment II and III for more information. After the completion of the presentation Council discussed the limited funds the City had available and the possibility of a tax increase. They discussed the impacts that the growth of the City had on the schools and all the other services. Mayor Greenlaw thanked the School Board for working with the City and she hoped the School Board feels that it is a good step forward. Councilor Devine expressed her concern with the numbers that are being reported regarding the graduation rate, dropout rate and test scores because these are the first things people look at when considering economic development within the City. Ms. Boyd said they were planning to come to the City to get help with how to get the right message out. She said the way things were recorded can make the City be seen negatively. Adjournment.
