DUFFY, WARD THREE Fredericksburg, Virginia 22401 Council Work Session October 7, 2022 City Council Bi-Annual Planning Off-Site The Council of the City of Fredericksburg, Virginia held a bi-annual review on Friday, October 7, 2022, beginning at 8:30 a.m. at the Executive Plaza, 601 Caroline Street, on the third floor. Council Present. Mayor Mary Katherine Greenlaw, Presiding. Vice-Mayor Charlie L. Frye, Jr. Councilors Kerry P. Devine, Timothy P. Duffy, Jonathan A. Gerlach, Jason N. Graham attended remotely because he was “unable to attend the meeting due to a temporary medical condition that prevented his physical attendance” under FOIA., and Matthew J. Kelly. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, Assistant City Manager David Brown, City Attorney Kathleen Dooley, Assistant City Attorney Dori Martin, Deputy Clerk of Council Brenda Martin and Clerk of Council Tonya B. Lacey. Others Present. Facilitator Tyler St. Clair. City Council Bi-Annual Planning Off-Site Continued. Facilitator Tyler St. Clair opened the session up with an overview of the day which included a synopsis of the day before. Capital Projects and Funding Overview. Assistant City Manager Whitley discussed the changes to the proposed bond issue and they had a brief discussion on the Wastewater Treatment Plant. Mr. Whitley also presented a PowerPoint presentation on the Fiscal Year 2023 Debt Projections. In his presentation he discussed the DEQ Clean Water Revolving Loan Fund, 2022 General Obligation Bonds, 2022 General Obligation Bonds – Governmental, 2022 General 1 Obligation Bonds – Education and 2022 General Obligation Bonds – Utilities. See Attachment VI for more information. Mr. Whitley briefly reviewed the presentation that he would be presenting to the Bond Counsel when they meet with them in New York. Staff handed out a list of 2023 budgeted full-time positions and vacancies and a statement on national statistics on job opening rates. See Attachment VII for more information. Review/Update Council 3–Year Priorities. Council used criteria and consensus to review and revise the Council’s 3-year priorities. See Attachments VIII and IX for more information. Finalize Priorities and Discuss Implications for Staff Follow Up. Council finalized priorities by discussing and highlighting additional modifications for the new priorities. See Attachments VIII and IX for more information. Evaluate Session. Ms. St. Clair led Council through a final review and evaluation on the overall session. Adjournment. There being no further business to come before the Council at this time, Mayor Greenlaw declared the session officially adjourned at 4:00 p.m. ______________________ Tonya B.
