DUFFY, WARD THREE Fredericksburg, Virginia 22401 Work Session April 18, 2024 Closed Session The Council of the City of Fredericksburg, Virginia held a work session on Thursday, April 18, 2023, beginning at 6:00 p.m. in Large Conference Room. Council Present. Mayor Kerry P. Devine, Presiding. Vice-Mayor Charlie L. Frye, Jr., Councilors Timothy P. Duffy, Jonathan A. Gerlach, Jason N. Graham, Jannan W. Holmes and Will B. Mackintosh. Also Present. City Manager Timothy J. Baroody, Assistant City Manager Mark Whitley, City Attorney Kathleen Dooley and Clerk of Council Tonya B. Lacey. Introductions. Assistant City Manager Whitley introduced Catherine Tuck Parrish, Vice- President and Lead Recruiter with the firm Raftelis. In the closed session they will be discussing potential candidates for the City Attorney position. Closed Session. Councilor Duffy moved to go into closed session pursuant to Code of Virginia §2.2-3711 A(1): for discussion, consideration or interviews of prospective candidates for employment, specifically for the City Attorney position; motion was seconded by Councilor Graham and passed by the following recorded votes. Ayes (7). Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). Return to Open Meeting Approved. Upon the motion of Councilor Graham; seconded by Vice-Mayor Frye and passed by the following recorded votes, Council approved a return to an open meeting. Ayes (7). Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0). Resolution 24-25, Approved, Certifying Closed Meeting. Upon the motion Councilor Graham, approved Resolution 24-25 certifying the closed meeting; seconded by Vice- 1 Mayor Frye and passed by the following recorded votes. Ayes (7) Councilors Devine, Frye, Duffy, Gerlach, Graham, Holmes and Mackintosh. Nays (0) Update to the Schedule for Budget Approval. Disclosures. Councilor Duffy disclosed that he was employed by the Fredericksburg City Public School System, but he could participate in the budget discussion fairly, objectively and in the public interest. Vice-Mayor Frye disclosed that his wife was employed by the Fredericksburg City Public School System, but he could participate in the budget discussion fairly, objectively and in the public interest. Councilor Holmes disclosed that she is a member of a business, profession, occupation or group of three or more members affected by the transaction, namely: She provide services to students of the City Schools under a grant funded contract with Fredericksburg Public Schools but she could participate in the budget discussion fairly, objectively and in the public interest. Assistant City Manager Whitley reported that he had met with the schools to see what they needed to get contracts out. He explained that the original plan was to do everything together (school budget, city budget, tax rate etc.) with first read on April 23 and second read on May 14. The state budget is not complete and the assessments are not in the mail. There will be a public hearing on the tax rate on April 23 and Mr. Whitley asked to hold the public hearing open until May 14. Staff suggested first read for everything on April 23, hold the public hearing open on the tax rate. Having a first read on the school’s budget will give the schools the confidence to get their contracts out. He suggested only adopting the schools budget on May 14 and the second read on the City budget, tax rate and CIP will be on May 28. Council was in agreement with this recommendation. Adjournment. There being no further business to come before the Council at this time. Mayor Devine declared the session officially adjourned at 6:55 p.m. ______________________ Tonya B.
