DUFFY, WARD THREE Fredericksburg, Virginia 22401 Council Work Session July 15, 2024 City Council Bi-Annual Planning Off-Site The Council of the City of Fredericksburg, Virginia held a bi-annual review on Friday, July 15, 2024, beginning at 8:30 a.m. at the Executive Plaza, 601 Caroline Street, on the third floor. Council Present. Mayor Kerry P. Devine, Vice-Mayor Charlie L. Frye, Jr. Councilors Jonathan A. Gerlach, Jannan W. Holmes and Will B. Mackintosh. Council Absent. Councilors Timothy P. Duffy and Jason N. Graham, out of town. Also Present. City Manager Timothy J. Baroody, Assistant City Manager David Brown, City Attorney Kelly J. Lacey, Assistant City Attorney Dori Martin, Deputy Clerk of Council Brenda Martin and Clerk of Council Tonya B. Lacey. Others Present. Facilitator Tyler St. Clair. Overview. Ms. St. Clair reviewed the Council’s governance model and she provided an overview of the work that Council completed at the June 20-21 biannual meeting. 2050 Vision and Council Priorities. The subgroup that worked on the Council Vision reported out on their efforts and Council worked to make small changes to the vision. The Council began review of the priorities and they made changes and additions. Staff and Council discussed a possible roll out to inform the community of the vision. This lets the community know that they have been heard. By putting the vison together it helps to better serve the community, it will help them to understand the value of growth, and it lets them know who the Council is because there are new members on the Council. This will help to reassure the public that they are in good hands. 1  Mr. Baroody will take the work back to the staff and report back to the Council as early as August 27 or September.
