FINN, WARD THREE Council Chambers, 715 Princess Anne Street Fredericksburg, Virginia 22401 January 5, 2026 The Council of the City of Fredericksburg, Virginia held a special session on Monday, January 5, 2026, beginning at 12:00 p.m. at the Fredericksburg Area Museum. City Council Present. Mayor Kerry P. Devine, Presiding; Council members Joy Y. Crump; Susanna R. Finn; Charlie L. Frye, Jr.; Jannan W. Holmes; Dr. Will B. Mackintosh; and Matthew D. Rowe. City Council Absent. None. Others Present. City Manager Timothy J. Baroody, Deputy City Manager Mark Whitley, Deputy City Manager David Brown, Assistant City Manager Todd Flippen, City Attorney Kelly Lackey, Treasurer Marion Bowman, Sheriff Rashawn Cowles, Lieutenant William Reyes, Lieutenant Tabatha Merrell, Interim Police Chief Betsy Mason, Public Information Officer Caitlyn McGhee, Clerk of the Circuit Court Jeff Small, Deputy Clerk of Council Brenda Martin, and Clerk of Council Molly Henderson. Opening Prayer and Pledge of Allegiance. The Council was led in prayer by Vice-Mayor Charlie Frye, Jr., followed by the Pledge of Allegiance led by Councilor Jannan Holmes. 22737 Special Session 1/5/26 Welcome. Rhonda Fried, Chair of Board of Directors for the Fredericksburg Area Museum, gave a welcome message. Keynote Remarks (D26-01). Scott Harris, Executive Director of Museums for the University of Mary Washington, delivered the keynote remarks. Swearing in of Newly Elected Members of City Council (D26-02 thru D26-05). Clerk of the Circuit Court Jeff Small administered the oath of office for newly elected Councilors Matthew Rowe (Ward One), Joy Crump (Ward Two), Susanna Finn (Ward Three), and Charlie Frye, Jr. (Ward Four). Election of Vice-Mayor. Councilor Holmes moved to nominate Councilor Frye for the position of Vice-Mayor. The motion was seconded by Councilor Mackintosh and passed by the following recorded votes: Ayes (6) - Councilors Devine, Crump, Finn, Holmes, Mackintosh, and Rowe; Nays (0); Abstentions (1) - Frye. Appointment of City Attorney. Councilor Mackintosh moved to appoint Kelly Lackey as the City Attorney. The motion was seconded by Vice-Mayor Frye and passed by the following recorded votes: Ayes (7) - Councilors Devine, Frye, Crump, Finn, Holmes, Mackintosh, and Rowe; Nays (0). Appointment of Clerk of Council. Vice-Mayor Frye moved to appoint Molly Henderson as the Clerk of the City Council. The motion was seconded by Councilor Mackintosh and passed by the following recorded votes: Ayes (7) - Councilors Devine, Frye, Crump, Finn, Holmes, Mackintosh, and Rowe; Nays (0). 22738 Special Session 1/5/26 Appointment of Deputy Clerk of Council. Vice-Mayor Frye moved to appoint Brenda Martin as the Deputy Clerk of the City Council. The motion was seconded by Councilor Holmes and passed by the following recorded votes: Ayes (7) - Councilors Devine, Frye, Crump, Finn, Holmes, Mackintosh, and Rowe; Nays (0). Adoption of 2026 Council Meeting Calendar (D26-06). Councilor Finn moved to approve the Calendar Year 2026 Council Meeting Schedule. The motion was seconded by Councilor Rowe and passed by the following recorded votes: Ayes (7) - Councilors Devine, Frye, Crump, Finn, Holmes, Mackintosh, and Rowe; Nays (0). Closing Invocation. The meeting was closed with a prayer led by Pastor Aaron L. Dobynes, Sr. of Shiloh Baptist Church (Old Site). Adjournment.
