Meeting called to order at 4:30 p.m. In attendance: Chair Rodriguez, Vice Chair Roberson, Director Hoffman, and Secretary Braman. 2. Approval of Agenda: Closed Session: Time In: 4:40 p.m. Upon a motion by Electoral Board Member Braman and seconded by Electoral Board member Roberson, and passed by a vote of the Electoral Board, the Electoral Board suspended the Agenda and went into closed session pursuant to Section 2.2-3711 (A)(1) of the code of Virginia in consideration of Officer of Election appointees. Coming Out: 5:14 p.m. Certification: Upon a motion by Vice Chair Roberson and seconded by Secretary Braman and passed by affirmative roll call vote in open session, it was certified that only public business matters lawfully exempted from open meeting requirement and only such public business matters as were identified in the motion by which the closed session was convened, were heard, discussed or considered in the closed session of the Electoral Board. Roll Call Vote: Chair: Vice Chair: Secretary: Page 2. Vice Chair Roberson motioned to add Split Precincts to Item G of the Agenda and change “meeting” to “minutes”. Chair Rodriguez seconded. Unanimous. 3. OLD BUSINESS A. Acceptance of the Minutes Vice Chair Roberson motioned to accept the January 10, 2019 minutes. Secretary Braman seconded. Passed unanimously. 4. Election Discussion – Approval of New Officers Upon a motion by Vice Chair Roberson and seconded by Chair Rodriguez the following were accepted as Officer of Election for a three year term. Paul Binkley JoAnn Lawson Nancie Lightner Cyrielle Hamlett Unanimous. 5. Public Session Public comment opened at 2:35 p.m. No one present for Public Comment. 6. NEW BUSINESS A. DIRECTOR’S REPORT Attached. Vice Chair Roberson motioned to accept the prospective new hours as sent to Delegate J. Cole for the General Assembly: 7 a.m. to 8 p.m. Secretary Braman seconded. Discussion. Yea: 2 Nay: 1 Motioned passed with two in favor and one opposed. The Electoral Board is supporting the General Registrar advocating on behalf of the voters of Fredericksburg after which the Board will be advised. (The reasoning is that General Assembly actions move so fast that it would be impossible to notify the Board before GA votes on issues.) Vice Chair Roberson motioned that the Board direct the General Registrar to take all measures to communicate with entities to ensure that 601 Caroline Street, 5th Floor is our designate Early Voting location and to do whatever is nnecessary to make the Registrar’s office ready for early voting. Chair Rodriguez seconded. Unanimous vote. Page 3. B. Chair Rodriguez motioned that the current half time position of the Assistant Registrar by moved to full time. Vice Chair Roberson seconded. Passed unanimously. C. Chair Rodriguez motioned that the Board approved two (2) full time Assistant Registrars as expeditiously as possible. Vice Chair seconded. Passed unanimously. Vice Chair Roberson motioned to accept the Director’s Report. Seconded by Chair Rodriguez and passed unanimously. D. ELECTION DISCUSSION Officers of Election: Chiefs remain the same as November Election with the exception of Precinct 101 where Jeff Modliszewski will be Assistant Chief.
