Meeting called to order at 3.03 p.m. In attendance: Chair Rodriguez, Vice Chair Roberson, Director Hoffman, and Secretary Braman. 2. Closed Session: Time In: 3:06 p.m. Upon a motion by Electoral Board Member Braman and seconded by Electoral Board member Roberson, and passed by a vote of the Electoral Board, the Electoral Board went into closed session pursuant to Section 2.2-3711 (A)(1) of the code of Virginia in consideration of November 3, 2020 Election, 2021 Elections, Security and personnel. Coming Out: 4:05 p.m. Certification: Upon a motion by Vice Chair Roberson and seconded by Chair Rodriguez seconded and passed by affirmative roll call vote in open session, it was certified that only public business matters lawfully exempted from open meeting requirement and only such public business matters as were identified in the motion by which the closed session was convened, were heard, discussed or considered in the closed session of the Electoral Board. OPEN SESSION: Time in: 4:05p.m. Public Session Time out: 4:10p.m. Closed Session: Time In: 4:10 p.m. Upon a motion by Electoral Board Member Braman and seconded by Electoral Board member Roberson, and passed by a vote of the Electoral Board, the Electoral Board went into closed session pursuant to Section 2.2-3711 (A)(1) of the code of Virginia in consideration of 2021 Elections, Security and personnel. Out: 5:06 p.m. Certification Upon a motion by Vice Chair Roberson and seconded by Chair Rodriguez seconded and passed by affirmative roll call vote in open session, it was certified that only public business matters lawfully exempted from open meeting requirement and only such public business matters as were identified in the motion by which the closed session was convened, were heard, discussed or considered in the closed session of the Electoral Board. Roll Call Vote: Chair: Vice Chair: Secretary: Upon a motion by Vice Chair Roberson and seconded by Chair Rodriguez he Board authorizes the Registrar to have four (4) full time employees and two (2) part time employees for Budget Year 2021-2022. This would be broken down by: One full time Registrar Three full time Assistant Registrars Two part time employees Passed unanimously. The Board will certify Officers of Election at their January meeting. Chair Rodriguez will forward the current Roster to Board members. Page 3. Vice Chair Roberson will be reappointed for another three -year term beginning January 2021. A motion was made by Secretary Braman and seconded by Chair Rodriguez to have Registrar Hoffman send a letter to Mayor Greenlaw, City Council Members, and the City Manager outlining the Board’s decision to ask the City of Fredericksburg to reject Ranked Choice Voting for the City of Fredericksburg. The Board feels that since Ranked Choice Voting would require the City of Fredericksburg to carry the total monetary burden without the current support of the State Board of Elections. The State Board of Elections has not put forth any standards or recommendations for Ranked Choice Voting. (Letter attached).
