Area 10 Small Area Plan Update Bailey Thompson, Community Development Planner City of Fredericksburg Planning Commission May 25, 2022 Special Use Permit for a drive-through for a financial institution SUP FY2022-02 Overview • Drive-through for a financial institution • Located at Cowan Station, zoned Commercial-Highway (CH). • Property rezoned to CH in 2020, subject to proffers. • Recommendation: Approval subject to conditions Location – Intersection of Spotsylvania Ave. & Emancipation Hwy. Zoning R4 CT CH GDP NORTH View from Route 1 Design Details • Three lanes, each with an Interactive Teller Machine. • 24 hour drive-through access. • Building height is 23 ft, drive-through canopy height is 16.5 ft. Use Standards (1) Drive-through facilities shall be located at least 100 feet from any detached single-family dwelling or single-family residential zoning district. The edge of the canopy is 100 feet from the nearest residential zoning district. (2) Outdoor speakers associated with a drive-through shall be at least 50 feet from any lot line and shall not be audible beyond the lot line. This criterion is met. (3) Drive-through facilities shall not be located on the front facade of the building they serve. This criterion is met. (4) Drive-through facilities shall be designed so as not to obstruct the movement of pedestrians along sidewalks, through areas intended for public use, or between the building entrance and customer parking spaces. The site has been designed to include marked crossings, sidewalks, and narrowed entrances to allow for short and safe pedestrian crossings. (5) Canopies or other features installed over a drive through window shall maintain common roof and lines and materials with the principal structure. This criterion is met. Code and Comprehensive Plan UDO: • CH Zoning intended for automobile-focused commercial uses on/near highways. • Proposed drive-through is auto-oriented, highway adjacent. Comp. Plan: • Future Land Use map calls for General Commercial. • Meets goal of supporting business development. SUP Analysis Traffic: Anticipate 374 trips per day. Morning peak of 26 trips per hour. Evening peak of 81 trips per hour. Per analysis, no turn lanes or taper lanes required. Parking: 18 spaces required, will be providing 26. In excess of 125% of required parking; an Alternative Parking Plan must be approved by the Development Administrator. Lighting: Lighting must be downcast and shielded, not exceed 0.5 foot candles at edge of property adjacent to residential uses. Applicant is developing a lighting plan. Scale of project: Accessory structures cannot exceed 25 feet. Drive-through is 16.5 ft. tall. Conditions • The site must be developed generally in accordance with the General Development Plan titled “Special Use Permit Cowan Station”, by Monteverde Engineering, signed and sealed on March 15, 2022, revised May 12, 2022. • The use shall commence within 24 months of the date of adoption of this resolution. The use is permitted only so long as it continues and is not discontinued for more than 24 months (per City Code section 72- 22.6). • The drive-through shall be associated with a financial institution. Staff Recommendation Approval subject to conditions Capital Impacts Study Capital Impacts Study --- Policy Guideline: Chapter 5 Environmental Protection: Some offset to the Capital Impacts of projects that achieve these goals could be considered; Chapter 7 Residential Neighborhoods and Housing: A proportional offset to the Capital Impacts of projects that provide “affordable” housing as a component in a development could be considered; Chapter 8 Historic Preservation: A proportional offset to the Capital Impacts of projects that include the rehabilitation and reuse of “Historic Buildings” or “Character Structures” could be considered Chapter 11 Planning Areas: Some offset to the Capital Impacts of the first 20 units of infill projects within the Commercial Downtown or Creative Maker District could be considered Next Steps - Public Hearing May 25 - Recommendation to City Council at the June 22 Planning Commission Meeting
