AREA 10 LAFAYETTE / ROUTE 1-SOUTH Small Area Plan P L A N N I N G C O M M I S S I O N M E E T I N G U P DAT E 1/25/23 Stormwater Management 1. Explore opportunities for additional tree planting in neighborhoods and perennial grasses under the Dominion power easement. ̵ Added discussion about treatments within Dominion easements and other concepts within toolbox that would be suitable for right-of-way or near right-of-way locations. 2. Use curb and gutter in select areas in Braehead to help manage stormwater runoff. ̵ Linked transportation projects and stormwater management projects and discussed pros and cons of implementing curb and gutter and closed systems vs. existing overland and ditch flow. 3. Develop a program for willing landowners and the City to collaborate in implementing stormwater management opportunities ̵ Added recommendation for City to initiate an improvement and abatement program in Area 10. ̵ Would utilize toolbox of treatments and leverage state and community organizations to provide educational and improvement opportunities. ̵ Noted potential additional funding sources to supplement City resources. 2 Stormwater Management Additional updates ̵ Additional context of the Braehead Woods study has been added. ̵ Linked the Lafayette Blvd. greenway concept with potential stormwater management improvement ideas. ̵ Noted stormwater improvement studies or projects didn’t have to be stand-alone efforts and could be included with other infrastructure improvement efforts for increased benefit and sharing of resources. 3 Transportation 1. The Fredericksburg Park entrance is difficult to navigate. What are traffic calming options to be considered at the roundabout? ̵ Observations of the crash history and existing challenges at the roundabout were added to the study. ̵ Lower cost concepts for consideration have been included. ̵ More substantial improvements/modifications would likely require a detailed engineering study if problems persist. 2. Lafayette Blvd. is a neighborhood street. How should traffic be slowed? ̵ Implementation of pedestrian focused measures and roadway geometric features (i.e. curb and gutter, raised medians) more aligned with lower speeds should encourage lower speeds. ̵ Additional description of vision for Central Lafayette Village Center segment outlines elements that should encourage slower speeds and better pedestrian access. 4 Transportation/Land Use 1. Add ‘Safe Routes to School’ as a program opportunity. The program will require a partnership with City schools. ̵ Developing a Safe Routes to Schools program in collaboration with Fredericksburg City Schools is recommended. Potential Safe Routes to School projects include: Ê Multi-modal improvements along Courtland Dr. connecting to the school. Ê A new multi-use connection between Courtland Dr. and Learning Lane. Additional briefings planned for April/May 2020 - deferred by COVID • Further Timmons Group work targeted for Lockhart Circle property owner • Further study of the “Dominion Energy” and City Drainage Easements that vectors stormwater into a natural stream/drainage channel • Vegetative stormwater control measures in drainage and powerline easements proposed by FOR and Tree Fred were endorsed by Dominion Energy, City Council & Staff • Observations/Recommendations/Path Forward • Small Area Plan 10 proposed zoning changes and infill must consider fragile and antiquated stormwater systems. Changing the City code to allow ADUs by right is a massive alteration and will affect every resident in the City. As such, the community has a right to understand the details of this change, and City Council and the Planning Commission have a responsibility to the taxpayers to answer questions about this. I urge you to hold public forums to answer questions about ADUs and how they will be defined in the code. Furthermore, ADUs have been legalized in many cities across the country: Alexandria, Arlington, Gainesville, Seattle. Fredericksburg needs to look at the best practices and bypass any pitfalls we can anticipate by seeing how other localities have already implemented ADUs. Residents also need to know how the City administration will be enhanced to enforce the ADU regulations. I am writing to request the Planning Commision organize a town hall meeting or several meetings in order for residents to better understand and obtain answers pertaining Accessory Dwelling Units (ADUs) from city staff. As a mother of three young children wishing to have an extra space for visiting grandparents, I would like to know more about the possibilities/process and hope the community will be included along the way (whether they are allowed or not).
