APRIL 2023 FAMPO RIVER CROSSING STUDY REPORT PREVIEW Image Source: VDOT, Chatham Bridge Why do we need to do this?  Recommended in East West Study to: – Reduce regional congestion – Systematically construct a new roadway link through Stafford and The City of Fredericksburg into Spotsylvania, West of the I-95, similar to US 1.  Improve the roadway grid network which has significant bottlenecks – Highest number of bottleneck miles in the State of Virginia, particularly for freight movement – Beautiful Rappahannock river can be an obstacle to a functional roadway grid development, causing congestion on the remaining roads.  The reliability of the I-95 is a significant factor in regional congestion – Every motor vehicle accident, weather incident, police action, or construction incident cause regional traffic chaos – Long term this unreliability will get worse, even with the relief offered by the additional bridges, unless something changes 2 Why do we need to do this? Regional Network impacts of events on I-95 Tuesday April 4th at 9:40am Accident on I-95 causing regional gridlock as shown in Map. Wednesday night State police chase car in high jacking incident and south bound lanes closed after gun battle overnight and into rush hour. Northern Stafford impacted and traffic commuting to the region from NOVA. There were also severe weather and traffic volume related delays and congestion on the I-95 on other days in this week. Planning Level Costs Statewide Planning Level Cost Estimates tool of the Transportation and Mobility Planning Division of VDOT utilized. These are a high level, (planning level) cost estimates which is a ballpark of costs. Formal engineering is required to achieve accurate cost estimates. We have used a 6% inflation rate, rather than the recommended 3% in the tool. By comparison, below are the costs for the current new I-95 River Crossing Bridges and new lanes: UPC 105510, the $127M was the "Approved Estimate" (PE, RW & CN) for the entire project, including CD Lanes and the Bridge. (SCOPE: Construct CD Lanes and Bridges on Northbound I-95 over Rappahannock River from Exit 130 (RTE 3) to Exit 133 (RTE 17). Interchange improvements at Exit 133.) UPC 101595, the $116M was the "Approved Estimate" (PE, RW & CN) for the entire project, including SB lanes. The estimate is now showing $114M. (SCOPE: Construct three new I-95 southbound lanes in the current median of I-95 for through traffic and convert existing southbound general purpose lanes to collector-distributor lanes.) 13 Funding To fund such a large projects will take multiple sources. Our address is 2217 Princess Anne St, Fredericksburg, VA 22401. I'm writing to voice our support for ADUs in a general sense knowing it will offer some housing solutions to those who need them. Common sense tells us that the ADU ordinance will not create any large numbers of additional living spaces, but it will allow private property owners the right to create a space to use as they see fit. We imagine family and senior housing options will be one of many meaningful fits. Specifically, ADUs above garages should be allowed and total square footage up to 800 sq ft should be allowed for any type of unit. There should not be an owner occupancy requirement assuming the city uses part of the proceeds from the subsequently higher property taxes to properly enforce the existing limitations on unrelated people on an individual lot.
