RECREATION COMMISSION
Minutes of February 20, 2014
The February meeting of the Fredericksburg Recreation Commission was held on
Thursday, February 20, 2014 at Maury Commons. The meeting was called to order
at approximately 7:00 p.m.
Present: Commissioners Marcus Tepaske, Tim Duffy, Malvina Kay (arrived late),
Matt Kelly, Ken Kroko, Gary Olsen and Susan Tyler. Absent: Calvin Glover and
George Foster. Also in attendance: Robert Antozzi and Patricia Sparks.
I. Approval of Minutes: The minutes of January 16, 2014 were unanimously
approved.
II. Public Comment: None.
III. Communications from the Director: The Commissioners reviewed the
following reports:
Financial Report – January 2014
Sports Report – February 2014
Leisure/Special Events Report – February/March 2014
IV. Noteworthy Dates: The Commissioners reviewed upcoming programs and
trips.
V. Old Business:
A. Pathways – Dr. Antozzi reported that VDOT and Public Works continue
to work on solving the problems concerning the pedestrian crossings on
the Blue and Grey and Route 1. Commissioner Kroko asked about the
process of clearing snow off the pathways. Dr. Antozzi reported that it
is last priority. First priority is city parking lots and sidewalks.
Depending on the snow conditions and number of hours required, we
may leave pathway clearing for day two.
B. Riverfront Park – Commissioner Kroko reported that the Design Firm,
Rhodeside and Harwell, met with focus groups, however, the Design
Firm has not yet met with the Riverfront Task Force to report the
information that was collected from the meetings. Approximately 150
residents were in attendance. Dr. Antozzi reported that the Design
Firm will host an Open House on March 8th from 9:00 a.m. to 1:00 p.m.
at the Marriott (Mary Washington Room) to introduce various designs
and to get feedback from the community. The Design Firm will then

take the information collected from the Open House and report back to
the Riverfront Task Force. The Riverfront Park web site was launched
yesterday allowing residents to voice their opinions on line.
C. Jenny Guth Donation - Dr. Antozzi reported that the City Attorney
continues to move forward in acquiring the property.

D. Park Signs – Commissioner Tepaske reported that Mike Ward has
been researching the zoning restrictions for park signs. The
Commission Sign sub-committee will be working with the Design Firm
and the Riverfront Task Force to discuss the park signage for
Riverfront Park. Commissioner Kelly reported that City Council
approved a $20,000 budget for signs. The EDA will also match the
funds for signs. Commissioner Kelly stated that Eric Nelson has a
proposed list of mainly historical signs, and the Commission may want
to get park signage added to the list. Dr. Antozzi stated that he would
get the list and email it to the Commissioners.

Commissioner Kroko stated that he is very impressed with Linda
Bailey and our nature programs.
