FREDERICKSBURG RECREATION COMMISSION Minutes of October 20, 2016 The October meeting of the Fredericksburg Recreation Commission was held on Thursday, October 20, 2016 at Maury Commons. The meeting was called to order at approximately 6:35 p.m. Commissioners Present: Mrs Sharon Null, Mr. Brandon McVade, Mr. David Dorsey, Mr. James Bailey, Dr. John Gordon, III, and Mrs. Susan Tyler. Absent: Mr. Ken Kroko, Dr. Marcus Tepaske, and Dr. Timothy Duffy. Also in attendance: Director Jane Shelhorse, Mr. Tim Baroody, Mr. Mike Ward, Mrs. Janice Lasker, and Mrs. Patricia Sparks. Director Shelhorse introduced the City Manager, Mr. Tim Baroody. Mr. Baroody spoke briefly about his three passions for local government: community building, economic development, and parks and recreation. Dr. Gordon thanked Mr. Baroody for his visibility during his first few months in the position as City Manager. I. Approval of Minutes: The minutes of September 15, 2016 were unanimously approved. II. Public Comment: None III. Communications from the Director: The Commissioners reviewed the following reports: Financial Report – September 2016 - Director Shelhorse will look into the $19,000 figure for Rentals as that number seems incorrect. Following some clarification questions from Mr. Dorsey, Director Shelhorse offered to hold an orientation meeting to explain how to read the financial report. Leisure/Special – October/November 2016 Special Events and Marketing Report - October 2016 Sports/Parks Report – October 2016 – The Commission received pictures of the damage to the entrance road to Alum Spring Park caused by storms in late September. There was a four foot gap in the roadway that resulted in the park being closed to the public for four days. Mike Ward was able to use Public Works to repair the damage, which allowed the work to be completed promptly. This was the second time this year that the entranceway had to be repaired. There is concern among the Commissioners that we are using a large amount of our budget to frequently repair the Alum Spring Park entranceway, when it would be more cost effective to replace the entranceway. Dr. Gordon mentioned the extreme heat that the food truck crew had to deal with at Dixon Pool this summer when preparing food. Because there is no HVAC, the food prep area was often over 100 degrees. 1 IV. Noteworthy Dates: The Commissioners reviewed upcoming programs. Director Shelhorse stated that the Dorothy Hart Community Center will not hold any classes or programs on Tuesday, November 8, 2016 since it is election day. With a large turnout anticipated and limited parking available, a decision was made to have staffing at the center but no activities. V. Old Business: A . Riverfront Park – Director Shelhorse stated that to date, there has not been a meeting. There is, however, a suggestion to consider an ice rink/splash pad in the proposal. A recommendation was made that the mound area be looked at before the proposal is finalized so that we know what we are dealing with before any planning/construction begins. B . Public Sculpture Project – Mr. Ward stated that the pads will be delivered and set on October 25 and 26. The initial two sculptures are scheduled to be installed on October 27 and the remaining two on October 28, 2016. C. Commission Ordinance - The recommendations made by the City Attorney, Kathleen Dooley, and approved by the Commission in regards to the Recreation Commission Ordinance will be presented to City Council on October 25, 2016. D. CIP Projects – Director Shelhorse asked the Commissioners to rank their top five priorities from the projects listed on the CIP list. Mr. Ward added the City Dock to the list of CIP projects for FY18. The bulkhead, ramp, walkway and benches at the City Dock need to be replaced due to flooding on multiple occasions. Several Commissioners expressed concerns about safety issues needing to take priority when evaluating and ranking CIP projects. Mr. Ward also stated that the bridge at Old Mill Park, which has been unusable for the past couple of years, will be replaced during the week of October 24, 2016. In addition, the planned construction of restrooms at both Hurkamp and Memorial Parks, is currently out for bid. Mr. McVade let the Commissioners know that when Golden Skate World recently closed, they gave his organization all of the equipment, glass and walls from their facility. If the Commission can find a city location that is suitable for a structure, we would essentially have all that is needed, with the exception of an open space or concrete pad, to construct a roller hockey/multi-sport facility. Mr. McVade also mentioned the possibility of trying to partner with an organization called Level Playing Field to bring a roller hockey league back to the area. VI. New Business: A. 30th Annual Parks & Recreation Commission Awards Banquet – A motion was made by Commissioner Gordon, seconded by Commissioner Null and unanimously approved to honor the following volunteers at the 30h Annual Volunteer Awards Banquet. 2 Sunshine Lady Foundation Contributor of the Year: COX Communications - $13,700 sponsorship of Picnic in the Park, Children’s Art Show and Soap Box Derby. This is a cash donation. Sports Volunteer of the Year: Willis Twum – 240 hours Coaches soccer in spring and fall, in at least 2 divisions each season as Head Coach and also volunteers as assistant coach if needed. He was awarded New Coach of the year in 2014. New Volunteer Coach of the Year: Garrett Green – 190 hours Head Coach and assistant coach for two fall and spring soccer teams, head coach for spring soccer Andy Wolfenbarger – 190 hours Has been a head coach and assistant coach for two fall and spring Soccer teams Alvin Staples Leisure Volunteer of the Year Award: Greg Raines Hall of Fame Award Nominees: Nathaniel Doolittle – 1,424 hours Donnie Seal - 1415 hours Special Support Award: Brian Kiernan and the Fredericksburg Public Schools Food Truck Meritorious Service Awards: (500 hours or $5,000) Paula Chow (500), Ken Rigby (505), Jim Steele (525), Jennifer Gallaway (545), Willis Twum(635) Distinguished Meritorious Service Award: (1,000 hours or $10,000) Frank Petranka – 1,051 hours Robert Landeck – 1075 hours Janice Gosciak, Rosner Toyota - $11,250.00 Sonja Wise, So Wise Company - $11,530.00 Ana DeLeon Calef, Fredericksburg Academy - $12,500.00 Golden Partnership Award: (2,000 hours or $100,000) No nomination Diamond Partnership Award: (4,000 hours or $200,000) B101.5 Radio - $275,800 in kind donation Excellence in Service Award: Mason Crabtree (10 years), Nathan Crabtree (10 years), Devin Pruitt (10 years), Alfred Williams, Jr. (10 years), Douglas Brooks (15 years), Adelaide Coles (15 years), Melissa Steineger (15 years) Recreation Commission Award: 3  Councilman Charlie “Chuck” Frye, Jr. Parks and Recreation Staff Appreciation Award: The Fredericksburg Public Works Department Eagle Scout Service Projects: Benjamin Motta - Troop 171 Parker Dugan – Troop 165 Andrew Fields – Troop 170 Past Recreation Commission: George Foster VII. Commission Concerns and Topics: Commissioner McVade announced that the Colts’ season is wrapping up and that it was a challenging season for both the players and the parents. Due to the competition from other travel teams in the area, the Colts are not drawing the talent or the interest that they have in the past, and the games have been very disappointing as far as win/losses are concerned. Dr. Gordon suggested that since there are so many leagues in the Fredericksburg area, it might be beneficial to contact Anthony Poole with the Yellow Jackets and try to merge with that organization. Dr. Gordon stated that both leagues could benefit from the merger. Meeting adjourned at 7:50 p.m. ______________________________________ Jane C.
