January 2, 2024 The Fredericktown Village Council met in regular session on January 2, 2024 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members, de Rojas, Hobson, Lanuzza, and Shoemaker; Police Chief Myers; Administrator Snell; Solicitor Landon; Fiscal Officer Graves. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Chief Tracey Myers, Fredericktown Police Department. ELECT COUNCIL PRESIDENT PRO-TEMPORE Hobson made a motion to nominate Lanuzza. Seconded by Shoemaker. Hobson made a motion to close the nominations. Seconded by Shoemaker. All Yea. Hobson made a motion to approve Lanuzza as Council President Pro-Tempore. Seconded by Shoemaker. de Rojas, Hobson, and Shoemaker voted in favor of Lanuzza as Council President Pro-Tempore. Lanuzza abstained. MINUTES: Hobson made a motion to approve the December 18, 2023 Council meeting minutes. Seconded by Lanuzza. All Yea. Lanuzza made a motion to approve the December 27, 2023 Council meeting minutes. Seconded by Hobson. All Yea. VISITOR COMMENTS: • Scott Mast had questions regarding the audio/video equipment in the Council Chamber. • William Shafer, candidate for Knox County Sheriff, introduced himself to Council and meeting attendees. LEGISLATION (First Reading) ORDINANCE NO. 2024-01 - AN ORDINANCE SPECIFYING THE STAFFING AND WAGES OF EMPLOYEES OF THE VILLAGE OF FREDERICKTOWN, OHIO OLD BUSINESS: • Transportation Advisory Group consists of Mayor, Administrator, Police Chief, Tami Ruhl, Scott McKnight. Snell will schedule an annual meeting with the Transportation Advisory Group. • Still waiting on word about the ODOT and OPWC grants. NEW BUSINESS: • Mayor's 2024 Council Committees and Annual Appointments. Lanuzza made a motion to approve Finance, Public Works, and Safety Committees for 2024. Seconded by Hobson. All yea. Annual Appointments will be brought to next council meeting on January 16, 2024. VILLAGE ADMINISTRATOR'S REPORT: None. FISCAL OFFICER'S REPORT: None. POLICE CHIEF REPORT: • The grant for body cameras that was applied for in November is at the last step. • Chief recertified as Law Enforcement Executive for 3 years. • 2120 calls for service in 2023 ZONING INSPECTOR’S REPORT: None SOLICITOR’S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: None. To be determined. FINANCE, PUBLIC WORKS, SAFETY: None. Next meeting, January 16, 2024 at 5:30 p.m. MISCELLANEOUS COMMITTEE REPORTS: None EXECUTIVE SESSION: Lanuzza made a motion to enter into executive session to discuss personnel and asked Solicitor Landon to remain. Seconded by Shoemaker. All yea. Council entered into executive session at 7:22 p.m. Council returned to regular session at 7:45 p.m. APPOINT COUNCIL MEMBERS TO TWO VACANT COUNCIL SEATS: Lanuzza made a motion to appoint Ray Brewer and Scott McKnight to the Fredericktown Village Council effective immediately. Seconded by Hobson. All yea. ADJOURNMENT – Lanuzza made a motion to adjourn. Seconded by Hobson. All Yea.
