April 1, 2024 The Fredericktown Village Council met in regular session on April 1, 2024 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, and McKnight; Administrator Snell; Chief Myers; Fiscal Officer Graves. ABSENT: Council Member Shoemaker. Lanuzza made a motion to excuse the absence of Council Member Shoemaker. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Pastor Nancy Revennaugh, Fredericktown First Presbyterian Church. MINUTES: Lanuzza made a motion to approve the March 18, 2024 Council meeting minutes. Seconded by Brewer. All Yea, except Shoemaker. de Rojas abstained. VISITOR COMMENTS: • David Gerhart, On-the-Rise BBQ discussed the recent changes regarding zoning of mobile food vendors. He noted that the zoning code states that there are three types, but only two are list. Mayor Day said there are only two (three is a misprint). He also wanted clarification on Village sponsored events where the fee is waived. Lanuzza stated that it would be waived for events such as the eclipse, July 4th, Tomato Show, etc. LEGISLATION (Third Reading) RESOLUTION NO. 2024-06 - A RESOLUTION OF NECESSITY TO LEVY A RENEWAL TAX IN EXCESS OF THE TEN-MILL LIMITATION FOR THE PURPOSE OF CONTINUING CURRENT OPERATIONS Lanuzza made a motion to pass Resolution 2024-06. Seconded by Brewer. All Yea, except Shoemaker. OLD BUSINESS: • Review Rules of Council, Subdivision Regulations, and Water and Wastewater Regulations. A planning commission meeting will be scheduled to discuss the Subdivision Regulations. NEW BUSINESS: • Lanuzza suggested Council pass an Ordinance prohibiting sale of marijuana in the Village, or at least a six-month moratorium. • Lanuzza suggested Public Works Committee look into putting handicap parking spaces in all Village parking lots. • Mayor Day noted that a representative, Taylor Nimeth, from Congressman Troy Balderson’s office met with him about a water/sewer infrastructure grant. Administrator Snell is looking into this. VILLAGE ADMINISTRATOR'S REPORT: • Two weeks in on Streetscape Project. Trying to minimize the adverse effect on businesses. Traffic lights came down today, traffic flow is calm. Lanuzza asked if they will be working on April 8th, during the eclipse? Administrator Snell will check and advise. FISCAL OFFICER'S REPORT: • Schedule public records meeting in May. POLICE CHIEF REPORT: • Extra staff will be on duty April 8th for the eclipse. Will be keeping eye on traffic flow on OHGO. • Two potential candidates for patrolman positions withdrew. Two new applications received. • Installed new lighting on the exterior of the police department. ZONING INSPECTOR’S REPORT: None SOLICITOR’S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next meeting to be determined. FINANCE, PUBLIC WORKS, SAFETY: Next meeting, April 15th. MISCELLANEOUS COMMITTEE REPORTS: ADJOURNMENT – Hobson made a motion to adjourn. Seconded by McKnight. All Yea, except Shoemaker.
