May 6, 2024 The Fredericktown Village Council met in regular session on May 6, 2024 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, de Rojas, Hobson, Lanuzza, McKnight, and Shoemaker; Administrator Snell; Fiscal Officer Graves. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Andy Smith, NewLife Church of Christ. MINUTES: Lanuzza made a motion to approve the April 15, 2024 Council meeting minutes. Seconded by Brewer. All Yea. VISITOR COMMENTS: • Mike Frazier, 68 S. Edgehill Drive (corner of Edgehill and E. 6th) has concerns about speeding traffic on Edghill. Would like to have a speed limit sign installed and more patrol in the area. Council agreed to have sign installed. Snell will have street department install the sign this week. LEGISLATION (Second Reading) RESOLUTION NO. 2024-09 - A RESOLUTION TO PROCEED WITH SUBMISSION OF THE QUESTION OF LEVYING A RENEWAL TAX IN EXCESS OF THE TEN- MILL LIMITATION FOR THE PURPOSE OF CONTINUING CURRENT OPERATIONS (Second Reading) ORDINANCE 2024-11 - AN ORDINANCE IMPOSING A SIX (6) MONTH MORATORIUM ON THE ACCEPTANCE, CONSIDERATION AND/OR GRANTING OF ANY APPLICATIONS FOR LOCAL LICENSING APPROVAL, AND/OR ANY ZONING, OCCUPANCY, OR OTHER PERMITS RELATING TO CULTIVATORS, PROCESSORS, OR RETAIL DISPENSARIES OF MARIJUANA PRODUCTS WITHIN THE VILLAGE OF FREDERICKTOWN CORPORATION LIMITS, AND DECLARING AN EMERGENCY OLD BUSINESS: • Wendy – Compass Point, draft of new Subdivision regulations; Water/Sewer Infrastructure Grant; Quote from Smith Environmental for sewer plant. Snell – have not heard back yet, will reach out again to all of them before next meeting. • Snell reported that the Village was awarded two ODOT grants. One, up to $550,000, for the enhancement of the State Route 13/95 bridge. One, up to $800,000, for sidewalks on Sandusky Street from Carol Drive to Bollinger Drive, continuing to the Dollar General Store, and possibly more. These will require minimal funds from the Village, at the most 5%. • Hobson asked if we had heard anymore from the company that has installed underground fiber optic cable in town, and how they were going to implement their services. NEW BUSINESS: • de Rojas - Public works met and discussed stop signs that are replacing the traffic lights on Main Street. de Rojas made a motion to initiate discussion with ODOT about adding LED stop signs at the three intersections. Seconded by Shoemaker. All yea. VILLAGE ADMINISTRATOR'S REPORT: None FISCAL OFFICER'S REPORT: • 2025 Budget available on Google Drive to look over before May 20th Finance meeting. POLICE CHIEF REPORT: None ZONING INSPECTOR’S REPORT: None SOLICITOR’S REPORT: None COMMITTEE REPORTS: None PLANNING COMMISSION: Next meeting to be determined. FINANCE, PUBLIC WORKS, SAFETY: Next meeting, May 20th. MISCELLANEOUS COMMITTEE REPORTS: • de Rojas – Memorial Day Parade. Looking for convertibles to drive in parade, as well as people to carry flags. ADJOURNMENT – de Rojas made a motion to adjourn. Seconded by Hobson. All Yea.
