June 3, 2024 The Fredericktown Village Council met in regular session on June 3, 2024 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, McKnight, and Shoemaker; Administrator Snell; Chief Myers; Fiscal Officer Graves. ABSENT: Council Member de Rojas. Lanuzza made a motion to excuse the absence of Council Member de Rojas. Seconded by Hobson. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Chief Tracey Myers, Fredericktown Police Department. MINUTES: Lanuzza made a motion to approve the May 20, 2024 Council meeting minutes. Seconded by Shoemaker. All Yea, except de Rojas. VISITOR COMMENTS: • Kathy Daniels discussed the gas fireplace on square. Several people have donated time and materials for the project. They want to start the project as soon as possible and have it completed by August 1, 2024. LEGISLATION (First Reading) ORDINANCE NO. 2024-12 - AN ORDINANCE AUTHORIZING THE FISCAL OFFICER TO SUBMIT THE PROPOSED 2025 BUDGET FOR THE VILLAGE OF FREDERICKTOWN TO THE KNOX COUNTY AUDITOR OLD BUSINESS: • Wendy from Compass Point Planning is still working on draft of new Subdivision regulations. • Meeting with Smith Environmental about sewer plant upgrades on Wednesday, June 5. • Still waiting to hear about Water/Sewer Infrastructure Grant, State Representative Troy Balderson. • Snell sent proposed tower lease agreement to Solicitor Landon to look at. NEW BUSINESS: • Snell mentioned that Paula Elliot from Pleasantview Apartments has asked if the Village can do anything about the retention pond behind Warner Park. Their parking lot drains into it and is now backing up. She is having a study done to see what they can do to fix the drainage problem • Shoemaker said that he has received complaints about high grass and overgrown shrubs at 25 Crestview. Mayor and Chief will look at the property. • Snell thanked the many people that planned the Memorial Day parade and ceremony. VILLAGE ADMINISTRATOR'S REPORT: • Met with ODOT to discuss the sidewalk project. Will be 100% federally funded and done in 2027. • Design committee met to discuss the State Route 95 bridge project. FISCAL OFFICER'S REPORT: • Budget Hearing for June 17th at 6:45 p.m. POLICE CHIEF REPORT: • National Night Out, August 6th from 6-9 p.m. at Merrin Park. • Shared Lexipol Connect 2023 Gold Status Award for policy management. ZONING INSPECTOR’S REPORT: None SOLICITOR’S REPORT: None COMMITTEE REPORTS: PLANNING COMMISSION: • Met with Tom Carter and Colin Carter. They are looking into building five units – one triplex and one duplex at Taylor Commons on Taylor Street. They would like to build these units to sell. Tom and Colin may come to the next council meeting to share the information. • Next meeting to be determined. FINANCE, PUBLIC WORKS, SAFETY: None MISCELLANEOUS COMMITTEE REPORTS: • Shoemaker – Knox County Foundation met. Sam Filkins said they received a grant to build 12 homes. They will be built on Columbus Road in Mt. Vernon. Habitat for Humanity will be building these and construction should begin this year. ADJOURNMENT – Shoemaker made a motion to adjourn.
