February 3, 2025 The Fredericktown Village Council met in regular session on February 3, 2025 at 7:00 p.m. at the Fredericktown Municipal Building. PRESENT: Council Members Brewer, Hobson, Lanuzza, McKnight and Shoemaker; Administrator Snell; Chief Myers; Fiscal Officer Graves. ABSENT: Council Members de Rojas. Hobson made a motion to excuse the absence of Council Member de Rojas. Seconded by Brewer. All Yea. Mayor Day called the meeting to order at 7:00 p.m. INVOCATION: Brian Snow, First Baptist Church. MINUTES:  Lanuzza made a motion to approve the January 6, 2025 council meeting minutes. Seconded by Shoemaker. All Yea, except de Rojas. VISITOR COMMENTS:  Matt Baugher, from Knox County DKMM Recycling discussed the resolution approving the Joint Solid Waste Management District’s Solid Waste Management plan five-year update. Answered questions from Council regarding having a contract with one trash hauler in the Village for all residents, one day per week.  Helen Fry said she would be in favor of one trash hauler in the Village LEGISLATION:  (Second Reading) RESOLUTION NO. 2025-01- A RESOLUTION TO APPROVE THE DELAWARE, KNOX, MARION, MORROW JOINT SOLID WASTE MANAGEMENT DISTRICT’S SOLID WASTE MANAGEMENT PLAN FIVE YEAR UPDATE  (Second Reading) ORDINANCE NO. 2025-02 - AN ORDINANCE GRANTING FRANCHISE TO CONSOLIDATED ELECTRIC COOPERATIVE, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN, AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES, AND PUBLIC PLACES OF THE VILLAGE OF FREDERICKTOWN, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE TRANSMISSION AND DISTRIBUTION OF ELECTRIC ENERGY TO THE VILLAGE OF FREDERICKTOWN, AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER, AND OTHER PURPOSES, AND FOR THE TRANSMISSION AND DISTRIBUTION OF THE SAME WITHIN, THROUGH, OR ACROSS SAID VILLAGE OF FREDERICKTOWN, STATE OF OHIO  (First Reading) RESOLUTION NO. 2025-03 - A RESOLUTION ESTABLISHING AN AMOUNT OF $50,000.00 AS THE LIMIT ALLOWED FOR BLANKET PURCHASE ORDERS  (First Reading) ORDINANCE NO. 2025-04 - AN ORDINANCE SPECIFYING THE STAFFING AND WAGES OF EMPLOYEES OF THE VILLAGE OF FREDERICKTOWN, OHIO  (First Reading) ORDINANCE NO. 2025-05 – 2025 PERMANENT APPROPRIATIONS  (First Reading) RESOLUTION NO. 2025-06 - A RESOLUTION APPROVING BLANKET PURCHASE ORDERS AS REQUIRED BY OHIO REVISED CODE OLD BUSINESS:  Water Improvements Project: Federal grant funding was paused. Snell talked with several people about the pause, they said it should not affect infrastructure projects in progress.  Sewer Plant Project: Sewer Contractors were in to look at sewer plant about demolition. USDA notified us that we were not eligible for any grant or loan money for the project.  Streetscape Project Wrap-up: Snell spoke with ODOT. They said the financial end of the project is slow. May know final numbers in March or April.  Snell will send original Library agreement to Council. Met new director, Cindy Dean. NEW BUSINESS:  Council Member Lanuzza discussed what is going on in with the Village on the AM Knox County radio show on WMVO, on January 31, 2025.  Graves sent Rules of Council to Solicitor Landon after last Council meeting for him to look at updating. Council discussed changes. Graves will make updates, and put new draft on Council’s Google Drive.  Lanuzza asked Council to reconsider meeting on Federal holiday Mondays when the Village offices are open in the future. VILLAGE ADMINISTRATOR'S REPORT: FISCAL OFFICER'S REPORT: None POLICE CHIEF REPORT:  Neighborhood Watch meeting, February 18th, 6:30 p.m., at the Police Department. SOLICITOR’S REPORT: None ZONING INSPECTOR’S REPORT: COMMITTEE REPORTS:  Safety, Public Works and Finance Committees – next meeting February 18 th.  Planning Commission – next meeting to be determined  Miscellaneous Committee Reports ADJOURNMENT: Hobson made a motion to adjourn.
