AIRPORT ADVISORY COMMITTEE
Meeting Minutes: August 18th, 2023
1. Meeting called to order with Open Meetings Act announcement.
Meeting was called to order at 8:15 A.M. Open Meeting Act is posted on the wall of
the Airport Terminal, the Act Poster was pointed out to those in attendance.
2. Roll call.
Board Members Present: Kirk Diers, Bill Dugan Sr., Levi Entz, Robert Steenblock,
Eric Johnson, Alison Adams, and Jeff Peterson with arrival of Dave Mitchell at
8:20am.
3. Approval of the July 21st, 2023 meeting minutes
Motion by Bill Dugan Sr. and seconded by Jeff Peterson to approve. Motion passed
by vote of members: Bill Dugan Sr., Jeff Peterson, Kirk Diers, Eric Johnson, Robert
Steenblock, Levi Entz, and Alison Adams.
4. Update on Terminal Warranty work
a. Discuss concrete warranty and involving the city attorney to force repairs of
areas that are compromised. There are also cracks in the decorative stone
pillars outside of the new terminal entrance that need repaired.
b. Currently waiting for a response from city attorney.
5. Update on Runway Rehab Project
a. Grant has been received and signed. Now ready to sign contracts.
b. Discussion on length of the rehab being around 3-6 months. City will provide a
runway closure date ahead of the closure.
c. Discussion on composing a tenant communication letter to provide runway
updates.
d. Discussion if there will be a hangar rental discount during the closure.
6. Update on Old Terminal Air Conditioning Unit Replacement
a. Steve Kuddes with Civil Air Patrol states he has 3 bids all under $5,000.00.
Concern from CAP regarding the total replacement cost of air conditioning unit
and furnace replacement at one time. Will go back to the contractors and get
new bids for both units.
b. CAP will do maintenance and mowing moving forward and the city will provide
weed spraying chemical around their buildings.
c. Steve Kuddes has a private contractor to do no charge roofing and construction
in the future for Civil Air Patrol buildings.
d. Civil Air Patrol is needing to get repairs completed as they are in the top 8 in the
nation. They will become a regional resource in the future due to their
cooperation with the City and Airport.
7. Action Items to Discuss – None
8. Discussion of Maintenance Items
a. Weed spraying.
b. Prioritizing hangar repair list.
-Discussion on grants for next year to help with funding costs of hangar repairs.
-First to be addressed for repair will be cables, second top and bottom boots,
third water damage and/or concrete, and lastly holes in exterior tin.
-Look at bottom plates on the overhead hangar doors.
-Plan to check hangar furnaces.
-Public Works is requesting City Council to approve $175,000.00 to be budgeted
over the next two years.
c. Discussion crack sealing and implementation of a pavement maintenance
program.
d. Provide update on hangar ground lease program.
e. Discussion on repair of the 114 papi/taxiway lights not working.
9. Adjournment
Motion by Jeff Peterson and seconded by Dave Mitchell to adjourn. Motion passed
by vote of members: Jeff Peterson, Dave Mitchell, Levi Entz, Kirk Diers, Bill Dugan
Sr., Alison Adams, Eric Johnson, and Robert Steenblock. Meeting adjourned at
9:27 A.M.

The agenda was distributed to the Mayor, City Council, and Advisory Committee members on August 16th,
2023. The official current copy is available at City Hall, 400 East Military, Public Works Department Office.
The Advisory Committee reserves the right to go into Executive Session when necessary. A copy of the
Open Meeting Law is posted at the Airport terminal building for review by the public. The Board reserves
the right to adjust the order of items on this agenda.
