AIRPORT ADVISORY COMMITTEE Meeting Minutes: July 19th, 2024 1. Meeting called to order with Open Meetings Act announcement. Meeting was called to order at 8:15 A.M. Open Meeting Act is posted on the wall of the Airport Terminal, the Act Poster was pointed out to those in attendance. 2. Roll call. Board Members Present: Dave Mitchell, Mitch Schneringer, Stan Darling, Robert Steenblock, Levi Entz, Jeff Peterson, and Vic Roeder. Alison Adams arrived at 8:18 A.M. Absent member: Kirk Diers. 3. Approval of the June 21st, 2024 meeting minutes. Motion Dave Mitchell and seconded by Vic Roeder to approve. Motion passed by vote of members: Dave Mitchell, Vic Roeder, Jeff Peterson, Levi Entz, and Robert Steenblock. Mitch Schneringer and Stan Darling abstain, as they were not members at that meeting. Absent Members: Alison Adams and Kirk Diers. 4. Introduction of New Members – Mitch Schneringer and Stan Darling. 5. Runway Rehab Project Opening Celebration. a. Notam of runway being closed will be taken down at noon for the runway to reopen. Mayor Joey Spellerberg, Cari Hoffart, and Jody Sanders will be hosting a celebration at noon at the new terminal. b. The seeding of grassy areas post construction will occur August 15th and this will result in a 3–5- day closure. Discussion point on whether runway could remain open during non-working hours of the seeding. Notams could be managed according to Olsson’s working hours. Cari Hoffart will discuss this option with Heather at Olsson. 6. Insurance Re-Inspection Tuesday, July 23rd. Jody Sanders confirmed that notice has been given to all tenants. 7. Core Sample Testing Updates. a. The core samples shown at the last meeting were for the old 1-9 taxiway. b. The core samples of the existing areas of the runway that were not part of the rehab project show the base is in good condition and those results were available for viewing by members. 8. Review of Subordination Agreement. An updated copy of the agreement was attached for members to review. Jody Sanders discussed this update was required for the FAA to release the remaining funds granted for the rehab project. 9. Upcoming Airport Events. a. Library Out and About Story Hour -Will be on Tuesday July 23rd at 10:00 A.M. b. Milliken Park Elementary STEAM Tour -Will be on Wednesday July 24th at 1:00 P.M. c. Commemorative Air Force Fly-In Information -Flyer attached. d. O’Neill Air Show Information -Flyer attached. e. Jeff Peterson mentioned the Boy Scouts Rotary Fly-In Pancake Feed will be held on Sunday September 8th, 2024. Discussion point on if cooking should be moved outside or remain in hangar. 10. Update on Revolving Hangar Loan Application. a. Cari Hoffart submitted for the following projects: Historical Hangar exterior work, Hangars T1-8 exterior work, and Hangars 14-15 exterior concrete repairs. Funds had to be estimated for specific projects to submit the application. b. Vic Roeder had a separate discussion point on the property sold to the west of the airport. Jody Sanders clarified that is not airport property, that was City property, and those funds will go into the LB840 fund. c. ALP is on for next year for new City owned hangar construction. 11. Action Items to Discuss. a. Heat related taxiway issues and repair plans. -Cones are out to warn pilots of 1-9 buckling. Street Department is planning to cut out and patch as soon as time allows. b. The parallel taxiway has been patched and swept. 12. Discussion of Maintenance Items. a. Street Department has repaired several issues related to insulation, paint, and exterior concrete cracking of hangars. Maintenance forms will be updated and sent out when time allows. b. Discussion point on City monitoring continued construction. c. The final draft of the private hangar requirements is being actively worked on. d. Discussion point on lighting. Cari Hoffart will look into remaining lighting notams and update FAA as needed. 13. Adjournment. Motion by Jeff Peterson and seconded by Levi Entz to adjourn. This agreement is and shall be binding upon and inure to the benefit of the parties and their successors and assigns.
