DOWNTOWN BUSINESS IMPROVEMENT DISTRICT COMMITTEE Tuesday Mar, 21st, 2017 12:00 P.M. to 1:00 P.M. Grace Church, 109 E 6th, 2nd Floor Kenya Room. Fremont, Nebraska 1. Meeting called to order and announcement of Open Meeting Law 2. Approval of minutes of the 2/21/17 BID meeting 3. Comments or discussion from the public 4. Update and finalize committee structure. 5. The Board reserves the right to go into Executive Session when necessary. A copy of the Open Meeting Law is available for review by the public. Business Improvement District Meeting Minutes February 21, 2017, 12:00, Grace Church Present: Bob Missel, Glen Ellis, Tom Coday, Jerry Johnson, Gary Pebley, Richard Register, Bill Parks, Kevin Main, Vince O'Connor Absent: Howard Krasne, Roxie Kracl Others Present: Shannon Mullen, Leslie Main Meeting was called to order and it was noted that it was an open public meeting with a copy of the open public meeting law available in the room. Motion was made to approve the minutes of the December 13, 2016 meeting by Gary Pebley and seconded by Jerry Johnson. Motion carried. Shannon Mullen discussed the need to get some bids for the green space on the Ilgenfritz parking lot. Freedom Lawn Care had maintained the green space for the last three years. Shannon will solicit bids to present at a future meeting. During the discussion on Christmas decorations Tom Coday suggested that the MainStreet Design Committee work up a plan of exactly what decorations are needed and what the cost will be. We will need at least two bids but three would be better. Then the Design Committee will work up a fund raising plan that will include grants and major donors and a time line for the fund raising. Once they have a plan together they will present it to the BID board. Motion was made by Tom Coday and seconded by Vince O'Connor to recommend to the City Council that single family owner occupied homes be exempt from the BID tax. Motion Carried. Richard Register agreed to write the letter for Bob Missel to submit to the City Council. In developing a plan and time line for the budget Bob Missel suggested we form subcommittees to work on the different areas of the budget. A motion was made by Kevin Main and seconded by Gary Pebley to have Bob Missel put together a list of committees needed and a description of each committee’s responsibilities and e-mail it out the board. Motion carried. Each board member will sign up for these committees. Jerry Johnson suggested that we get building owners from the outlying areas of the Downtown Commercial Zone to participate on these committees so we have input from a broad group of people who will be paying the BID tax. Everyone agreed this would be very beneficial. Being that there was no other business the meeting was adjourned. Next meeting time was set for February 21st, 2017; same time and location.
