DOWNTOWN BUSINESS IMPROVEMENT DISTRICT COMMITTEE Tuesday Oct. 28th, 2017 12:00 P.M. to 1:00 P.M. Grace Church, 109 E 6th, 2nd Floor Kenya Room. Fremont, Nebraska 1. Meeting called to order and announcement of Open Meeting Law 2. Approval of minutes of the 10/17/17 BID meeting 3. Comments or discussion from the public 4. Committee reports. 5. Budget report. 6. Next meeting 7. Adjournment Agenda posted at the Municipal Building on Nov. 14th, 2017. The Board reserves the right to go into Executive Session when necessary. A copy of the Open Meeting Law is available for review by the public. The Board reserves the right to adjust the order of items on this agenda. Business Improvement District Meeting Minutes October 17th, 2017, 12:00, Grace Church Present: Bob Missel, Glen Ellis, Tom Coday, Richard Register, Kevin Main, Vince O'Connor Absent:, Gary Pebley, Roxie Kracl, Jerry Johnson, Bill Parks, Howard Krasne Others Present: Brian Newton, Colin Larson and Leslie Main Meeting was called to order and it was noted that it was an open public meeting with a copy of the open public meeting law available in the room. Motion was made to approve the minutes of the September 19th, 2017 meeting by Vince O'Connor and seconded by Glen Ellis. Motion carried. Comments from the Public: Brian Newton noted that the City Council will meet on October 24 as the Board of Equalization at 5:00 P. M.. Bob Missel, Vince O'Connor and Tom Coday will attend the meeting to answer any questions. Glen Ellis stated that he has nominated the city of Fremont for the Mainstreet America Grant. He is in the second phase or the nomination and requested information from the members of the board. Reports from the various subcommittees: Maintenance – Bob Missel reported he and Jerry Johnson are working on pricing for the repair or replacement of the monuments and some signs in the parking lots. Future Projects – No report Marketing – They are looking into a TV campaign for this fall. Glen Ellis suggested we start a survey of the business on their sales increase or decrease each month in order to establish a base line prior to the BIB investing it's marketing dollars next year. The suggestion received a unanimous approval so Glen will look into establishing a system to collect and evaluate the data. Leslie Main reminded everyone about the open house coming up in November. Christmas Decorations – Richard reported that the last meeting had enthusiastic participation and they are working an a project to display Christmas decorations at the Art Association to offer a taste of what can happen in the future. The Christmas decorations are planned for fall of 2018. Glen Ellis suggested that if non-BID money was used some decorations could be displayed this fall on 6th street and on Main Street. Tom Coday stated that any decorations purchased should meet the master plan guidelines so we can develop a consistent look through out the BID. All agreed any new decorations should meet the master plan guidelines. Being that there was no other business the meeting was adjourned.
