Business Improvement District Board Minutes
Noon, Tuesday August, 2020
Grace Church 109 East 6th Street 2nd Floor and via Zoom
Board Present: Roxie Kracl, Vince O'Connor, JJ Bixby, Glen Ellis, Richard Register and Tom Coday.
Absent: Bill Parks, Howard Krasne, Jerry Johnson and Kevin Main,
Guests: Courtney Schafer, Brian Newton and Larry Marvin
1. Meeting was called to order by Chairman Coday. It was noted that a copy of the Open Public
Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the July 21, 2020 meeting by Vince O'Connor and
seconded by Richard Register. Motion carried by unanimous roll call vote 6/0.
3. Comments were received from the public:
Larry Marvin had three issues:
1) He would like to see parking places reinstalled on south side of Military Avenue and
Mainstreet.
2) He wanted to know if the parking lot at Military and Park would be sold if the City sold the
current police station.
3) He wanted to know why he did not have a Christmas wreath on the pole by his building.
4. Barbara Christensen e-mailed a downtown lighting update to the report she made at the last
meeting stating that they are working on block #3 and moving north along Main Street.
5. There was no discussion on BID marketing. The discussion will continue at future meetings.
6. JJ Bixby reported that we need more help in maintaining the green spaces and is going to
contact a Boy Scout troop to help maintain the green spaces. There was a general agreement that
the BID could make a donation to the troop for their efforts. JJ Bixby will work out the details and
get back to the board with a proposal. Cortney Schaefer agreed to contact the District Attorney's
office to get BID listed as having work for the people needing community service hours.
7. The Board discussed the potential for an ice rink during the holiday season. Cortney Schafer
and Roxie Kracl are reaching to see if a suitable vendor at an affordable price can be found.
8. No expenses were submitted.
9. Committee Reports
- Maintenance – JJ Bixby reported he is looking for additional support to maintain the green
spaces
- Marketing – No report
- Future Projects – No report
- Design/Christmas Decorations – Cortney agree to look into Larry Martin's Christmas wreath.
10. MainStreet – Courtney discussed the following:
Charity Classic Reschedule – September 18th
Can-N-Ball Classic - Canceled
Concert in the park will be September 3, 2020
The Convention and Visitors Bureau purchased a large statue of a snowman to be available
downtown for photo opportunities and to add to the downtown holiday displays. MainStreet is
providing the money for the Midland Art group to make free standing displays for photo
opportunities during the holiday season.
11. Chairman Coday noted next meeting was set for September 15, 2020 at noon at the Grace
Church and via Zoom.
A motion to adjourn was made by Roxie Kracl and Seconded by Richard Register. The motion carried
by roll call vote 6/0.

Open Meeting Law is available for review by the public. The Board reserves the right to adjust the order of the items on this agenda.
