Business Improvement District Board Minutes
Noon, Tuesday October 20, 2020
Grace Church 109 East 6th Street 2nd Floor and via Zoom
Board Present: Vince O'Connor, Howard Krasne, Jerry Johnson, Kevin Main and Tom Coday. JJ
Bixby and Richard Register arrived at 12:06 p.m.
Absent: Roxie Kracl, Glen Ellis and Bill Parks
Guests: Shannon Mullen, Brian Newton, Nancy Ellis, Collin Spilinek and Leslie Main
1. Meeting was called to order by Chairman Coday. Roll call was taken. It was noted that a copy
of the Open Public Meeting Act was posted and available in the room.
2. Motion was made to approve the minutes of the September 15, 2020 meeting by Vince
O'Connor and seconded by Jerry Johnson. Motion carried by unanimous roll call vote 5/0.
3. No comments from the public.
4. The board discussed the draft of the BID bylaws. Some changes were suggested so an updated
draft will be presented at the November meeting.
5. No discussion or action on the Future Project Committee
6. The City's street department will make up a prototype of the parking lot signs for the board to
consider for replacement of the current signage.
7. No discussion or action taken on green space maintenance.
8. Howard Krasne updated the board on the marketing plan to run the BID video on MainStreet
Facebook as well as WOWT. He presented the script and said the video will be modified to
include the new businesses now located in downtown.
9. The board had approved the purchase of a storage container to store Christmas Decorations at
the September meeting. MainStreet paid the container company the $2600.00 and requested that
the BID reimburse MainStreet $2600.00. A motion was made by Jerry Johnson and seconded by
Vince O'Connor to reimburse MainStreet $2600.00. Motion carried by unanimous vote 7/0.
10. Barbra Christensen reported on the white lights being put up on the buildings downtown. After
much discussion it was decided to encourage Barbara and her team to continue working on the
lights and to get as many lit before Thanksgiving as possible.
11. Committee Reports
- Finance – Tom Coday reported that we have $25,408.21 in our account.
- Maintenance – No report
- Marketing – No report
- Future Projects – No report
- Design/Christmas Decorations – 60 more historic light poles will be wrapped in garland this year
as the BID continues to fill the entire district with holiday lights.
12. MainStreet – Shannon Mullen reported that new banners will be hung on the historic light poles
for the holiday season. The MainStreet Christmas Walk promotion will be held on Saturday after
thanksgiving which will support the Small Business Saturday national promotion.
13. Chairman Coday noted next meeting was set for November 17, 2020 at noon at the Grace
Church and via Zoom.
A motion to adjourn was made by Vince O'Connor and Seconded by Jerry Johnson. Motion carried by
unanimous roll call vote 7/0.
