Business Improvement District Board Minutes
Noon on the 18th of May, 2021

Board present: Tom Coday, Vince O’Conner, Brenden Murray, J.J. Bixby, Kevin Main, Richard
Register, and Howard Krasne
Absent: Roxie Kracl, Jerry Johnson, Bill Parks
Guests on Zoom: Sarah Brandt, Jill Gossett, and Susan Larson
Guests Present: Shannon Mullen, Brain Newton, Collin Spilinek, Leslie Main, Mayor Speller-
berg, and Barbara Christensen
1. Meeting was called to order by Chairman Coday at 12:05pm.
2. Approval of minutes from April 20, 2021 Howard Krasne made a motion to approve the
minutes seconded by Kevin Main, motion carried 8/0.
3. Comment from the Public-there were none.
4. Blue Ribbon Company has been here to clean up the parking lots and landscaping. They
will replace shrubbery end of May/early June. Keep Fremont Beautiful and MainStreet
Fremont did a Downtown clean-up on May 13th.
5. Lights on buildings - Barbara Christensen was representing the Downtown Development
Group. That group is out of funds to maintain the lights. To keep the lights in working order,
a $5,200 yearly contract could be established with the maintenance company. Howard
Krasne expressed concern that lights are not being maintained currently. Richard Register
presented the query of who owns the lights and can the BID contribute to projects on private
property. Vince O'Connor presented the possibility of running lights to 1st street and tabling
this project until the new budget has been determined.
6. The first Fremont Hispanic Festival was held on May 8th. The event was well received and
attended. It has been requested by Leslie Main that port-a-potties are distributed throughout
the area to prevent the expectation of our private restrooms being used by the public. There
will be heavier emphasis on getting cars off of the route next year. The 2022 event will be
more Latin focused and held on September 10, 2022.
7. BID budget – Establishing a partnership between MainStreet Fremont and BID. A blueprint
came from a successful merger of Grand Island’s BID and MainStreet. The partnership plan
would keep BID and MainStreet's money separate, but pool from each other’s strengths and
resources. Vince O'Connor made a motion seconded by Richard Register to have a man-
agement/action plan ready to present to a City Council Study Session in July. Motion carried
8/0.
8. The board expressed interest in having our bigger project like a wireless speaker system
Downtown.
Motion to adjourn was made by Howard Krasne and seconded by Kevin Main at 1:19pm. Mo-
tion carried by unanimous roll call vote 8/0.
