Business Improvement District Board Minutes
Noon, September 21, 2021
Country Traditions 303 N Main Street, Fremont, NE 68025 and via Zoom
Board Present: Tom Coday, Vince O’Conner, Kevin Main, Jerry Johnson, Brenden Murray, How-
ard Krasne, Ginger Rosenthal
Absent: Richard Register, Roxie Kracl, Bill Parks, and J.J. Bixby
Guests: Brian Newton, Loren Paquette, Mayor Joey Spellerberg, Collin Spilinek, Scott Givens,
and Shannon Mullen

1. Meeting was called to order by Chairman Coday at 12:01pm and announcement of the
Open meeting Law. Roll call was taken.
2. Motion was made to approve the minutes of the August 17, 2021 by Vince O'Connor and se-
conded by Howard Krasne. Motion carried by unanimous roll call vote 7/0.
3. Comments from public. Bryce Lund stated that he and Sidner Law office requested consid-
eration to have some of the Downtown light poles, Christmas decorations, planters, etc. ex-
tended to their block on Military to the east.
4. Reminder the renewal request goes to the City Council on September 28, 2021. The meet-
ing open to public comments for this request will be October 12, 2021, at 7pm.
5. Scott Givens will present a plan and price for Downtown speaker system. Scott Givens of
Audio Video Specialist gave a presentation and handout in regards to the Downtown
Speaker System. A motion was made by Howard Krasne and seconded by Vince O'Connor
to recommend to Council to purchase 32 Speakers and support equipment at a not to ex-
ceed cost of $69,000.00. Motion carried 6/1 with Brendan Murray voting no. Krasne left the
meeting at 12:55.
6. Discussion and possible action on sending a reimbursing the City for putting up and taking
down flags on September 11, 2021. A motion was made by Vince O'Connor and seconded
by Kevin Main to reimburse the City for installing and removing the flags September 11,
2021 at a cost of $279.00. Motion carried by unanimous roll call vote 6/0.
7. Discussion and possible action on sending a recommendation to the City Council for the re-
newal of the BID for another 5 year term. A motion was made by Vince O'Connor and se-
conded by Howard Krasne to send a recommendation to the City Council for the renewal of
the BID for another 5-year term. Motion carried by unanimous roll call vote 6/0.
8. Committee Reports. No committee reports.
9. Mainstreet Report. Shannon reported that interviews have started to find a new director.
October 14th is Halloween Hysteria. October 23 is the Cannonball Classic.
10. Adjourn. A motion was made to adjourn by Main and seconded by Vince O'Connor. Motion
carried by unanimous roll call vote 6/0.
11. Next meeting will be October 19, 2021, at noon on the second level in Country Traditions
and via Zoom.
