Minutes October 17, 2023 Downtown Business Improvement District Board Minutes Noon, Thursday September 19, 2023 Location: 6th and Main Streets, 2nd Floor Meeting Room, Fremont NE Present were Tom Coday, Vince O’Connor, Sam Heineman, Daniel Cech, JJ Bixby, Roxie Kracl, Berta Quintero, Howard Krasne Absent: Kevin Main, Brenden Murray, Richard Register, Guests: Jody Sanders (City of Fremont), Lainey Paquette (Mainstreet), Mayor Joey Spellerburg, Tyler Ficken and Lindi Janulewicz (Art Association) 1. Meeting was called to order by Chair Tom Coday 12:04 pm. Roll Call was taken, those present are identified above, a quorum was determined present. The Chair announced that a copy of the Open Public Meeting Act was available in the room for inspection. 2. Motion was made by Vince O'Connor and seconded by Howard Krasne to approve the minutes from September 19, 2023 as mailed. Motion carried 7/0. 3. Motion was made by Howard Krasne and seconded by Vince O'Connor to approve the purchase of ribbons at a cost of $37.00 per ribbon. Due to and anonymous donations the BID will only need to pay half of the invoice amount not to exceed $8000.00. 4. Motion was made by Vince O'Connor and seconded by Roxie Kracl to not allow individuals to make changes to light pole decorations and banners to insure we maintain a unified appearance downtown. Motion passed 8/0. 5. Motion was made by Sam Heineman and seconded by Tom Coday to approve the sponsorship application from Fia & Belle and to keep the sponsorship for non-profit organizations. Motion failed 2/6. 6. Motion was made by Vince O'Connor and seconded by J.J. Bixby to approve the strategic plan to renew the BID #1 for five years. The first reading by the City council be November 14, 2023. Motion passed 8/0. 7. Committee reports: a. Financial Report. No report. No action taken. b. Projects Committee Report. No report. No action taken. c. Equalization Committee Report. No report. No action taken. d. Multi-Cultural Committee Report. No report. No action taken. e. Marketing Committee Report. No report. No action taken.. i. MainStreet Report. MainStreet Director Lainey Paquette Lainey Paquette will file for a grant to pay for new banners, no action taken 8. Comments from the Public – Vince O'Connor commented on the white lights on the downtown buildings stating that it would look much better if all the lights were maintained. 9. Next meeting set for November 21, 2023, at the same time and location, notice to be published. 10. Motion to adjourn was made by Vince O'Connor and seconded by Sam Heineman. The motion passed 7/0. Daniel Cech had left the meeting.
