Next Regular Board Meeting – Monday, November 17, 2025, Pinnacle Bank Board Room
Agenda posted online at www.fremontne.gov/library and emailed to Library Board members on
October 16, 2025. This meeting is preceded by a publicized notice in the Fremont Tribune, and
the agenda is available at the front Circulation Desk of the Keene Memorial Library, 1030 North
Broad Street. A Copy of the Open Meetings Act is posted at the entrance of the meeting room.
The Library Board reserves the right to go into Executive Session at any time. The Library Board
reserves the right to adjust the order of items on this agenda.

Minutes
Held in the Pinnacle Bank Board Room (1st Floor) and Board President Becky Pence called the
meeting to order at 6:30 pm.
Roll Call
The following members were present: Tina Barham, Amanda Moenning, and Becky Pence.
LeAnn Rathke arrived at 6:33 pm. Ryan Fiala arrived at 6:48 pm.
Also present for the meeting were Laura England-Biggs, Library Director; Jody Sanders, City
Administrator; Sally Ganem, City Council Liaison: and Tracy Swanson, Senior Office Associate.
Senior Office Associate Tracy Swanson will be recording the meeting minutes.
Notice of Meeting and Agenda
This meeting was preceded by a publicized notice in the Fremont Tribune and the agenda posted
at the 1st floor circulation desk of the Keene Memorial Library, located at 1030 North Broad
Street, and distributed by email. A copy of the Open Meetings Act is posted continually for
public inspection and is located near the entrance of the meeting room.
Agenda
Motion to adopt the current agenda for the September 15, 2025, regular meeting.
Board Member Barham made a motion to adopt the current agenda for the September 15, 2025,
Library Board Meeting, and it was seconded by Board Member Moenning.
Ayes: Barham, Moenning, and Pence.
Motion carried 3-0 with 2 absent.
Reading of Minutes
Board Member Barham made a motion to approve the August 18, 2025, Library Board minutes,
and it was seconded by Board Member Moenning.
Ayes: Barham, Moenning, Rathke and Pence.
Motion carried 4-0 with 1 absent.
Final Review of Policy Manual
Director England-Biggs asked the Board members if there were any additional changes to the
manual. She would like to take it to the Council for approval in the month of October. Board
members gave suggestions which will be updated. Board Member Fiala made a motion to
approve and recommend to City Council, and it was seconded by Board Member Moenning.
Ayes: Barham, Fiala, Moenning, Rathke and Pence.
Motion carried 5-0 with 0 absent.

With no further business, the motion to adjourn was made by Board Member Fiala, seconded by

Next Regular Board Meeting will be held October 20, 2025, at 6:30 pm in the Board Room

Week of September 15-20 2025
The Library’s operating budget passed intact, and we are proposing some StoryWalks in
several the City Parks in FY beyond the current cycle.
Dan, Chelsea and I spent time learning more about Day to Day Enterprise administration
(our current website platform and online catalog).
Sonia and I attended the Washington School Family Engagement Night and interacted with
well over 245 people.
Week of September 22-27 2025
Served and helped with Employee Lunch on Tuesday the 23rd alongside fellow department
heads.
Week of September 29 – October 4 2025
Spoke at an Honors class at Midland for Katy Jones, explaining how public libraries work
and how the students could get involved in the community wherever they land after they
graduate.
Week of October 6-11 2025
Attended a review of the 2024-2025 Public Library Survey data gathering process which is
changing this year – we had to go back and break out programs and outreach differently
and segregate programs into on-site and off-site offerings. It was a busy couple of days.
Then Baker & Taylor, the survey collection software vendor, announced they are going out of
business, so the data collection is on hold.
Attended the Law Enforcement Center Groundbreaking on Friday at 9 am.

Dan and I met with Rick Strong from the 50th Anniversary of the Pathfinder Hotel Explosion
steering committee to determine which audio clips would accompany which slides – Dan
Moenning is adding the sound to the PowerPoints Rick has assembled. (Earlier in 2025, the
Library had the original 911 call audiocassettes and a VHS of an earlier recording from the
25th anniversary digitized for access and preservation.)
Met with a family who donated a large sum to the library to purchase additional Large Type
books in memory of their mother, who was a LT reader. Also gave the family a tour as none
of them had been in the building since the renovations.
Week of October 13-18 2025
Youth Services Librarian Justine Ridder out on Maternity Leave so Laura filling in on
Kindergarten Storytimes for the next few months. We currently visit 6 out of 7 public
schools, Trinity, and Bergan.
Sonia and Laura represented the library at Halloween Hysteria Thursday night.
