September 17, 2012
Board Member Connie Schmeichel called the meeting to order at 10:06 a.m. in the library board
room with the following members present: Connie Schmeichel, Jan Therien and Jenice Wolfe.
Also present was Director Janet Davenport. Board Members absent: Larry Jirsak.
The meeting was preceded by publicized notice in the Fremont Tribune and Radio KHUB and
the agenda displayed in the municipal building, the Keene Memorial Library, online at
www.fremontne.gov/library and distributed and emailed to the Library Board members on
September 11, 2012 and is open to the public. A copy of the open meeting law is posted
continually for public inspection and is located near the entrance to the Board Room.
Board Member Wolfe moved to approve the minutes of the regular meeting on July 16, 2012.
Board Member Therien seconded the motion. Carried. The August 20, 2012 meeting did not
have a quorum in attendance and no official meeting was conducted.
Unfinished Business – Budget Process Update – Ms. Davenport indicated the city budget was
passed with little discussion. The library is well served in gaining $30,000 in the materials
budget that was bringing us back to the level of the materials budget of 2010-2011. An
additional 4.97 hour per week part-time library aide position has also been added.
Keno Projects Update – Ms. Davenport reported the new children’s furnishings had been
received and that the Friends of the Keene Memorial Library would have a volunteer evening to
assemble the display shelving units. The landscaping project is moving forward, Siffring
Landscaping and Garden Center was awarded the contract for the project. Native grasses and
perennials were requested as the basis for the planting design. Work is expected to be done in
the coming two weeks, with plantings finished by September 28, 2012.
Discussion of Committees - Tabled until next meeting
New Business – Resignation of Board Member Fedde was announced, Board Member Wolfe
was nominated to replace Ms. Fedde as Board Secretary.
Marketing
i. Designs developed by Kelly Olson, Library Assistant III, were distributed
showing the Board how the library could build on the City’s Fremont Pathfinder
logo for use in publications, on the website and on library cards. Members of the
Board liked the same design as staff and recommended its use.
ii. In September the library will focus on introducing its new electronic resources to
the public and building use for the products. The Board was interested in what
databases and electronic resources were made available and in the statistics of their
use.
iii. September is National Library Card Month and the library is promoting the
importance of every individual having a library card for access to library materials
and electronic resources. Board Member Schmeichel mentioned her appreciation
for the slide show “60 ways to use your library card” we have displayed on Keene
Memorial Library’s home page. This was resource provided by ALA for use in
marketing National Library Card Month.
Keene Memorial Library Rules of Conduct/Computer and Internet Policies – Proposed
Revisions. Ms Davenport went over the revised document and highlighted proposed changes in
language, additions and two changes in policy. Language changes were made to provide staff
more flexibility in administration and the addition of on the library’s use of filters on library
computers. The policy changes include:
a. The age requirement to use computers with e-mail and social media access was
changed from 19 to 17 reflecting the Children’s Internet Protection Act definition
of a minor as “any individual who has not attained the age of 17”.
b. Non Resident visitors will be provided free access to library computers without
regard to the type of access they provide. If a visitor wants a card for ongoing
access, there is a $2.00 charge for a “Computer User” library card. Previously
there was a charge for access to computers offering e-mail access and a guest pass
was issued without charge for access to other computers.
Board Member Therien moved to approve revisions and recommend the revised
policy to City Council. Board Member Wolfe seconded the motion, which was
approved 3-0.
Statistic - The statistical information provided to the Board at meetings was discussed.
Consensus was the Board found this information satisfactory.
Director’s Report:
September 25 is Runza’s Great Books for Great Kids fundraiser event. The Fremont
Runzas will donate 15% of sale sales for the day to Keene Memorial Library for
children’s materials. So have lunch or dinner at Runza.
Keene Library is moving forward with the Every Child Ready to Read program. Youth
Services librarian Laura England-Biggs is working in conjunction with Stacey Pawling of
ESU 3’s Early childhood Development Network to present a series of programs for
parents of children between the ages of birth and 5 years. Monthly from October to
February a workshop will be presented on a Wednesday evening and repeated on
Saturday morning. The information flyer on the programs was distributed to the Board.
The Fremont Tribune ran an nice article on September 14 about the Library’s observance
of September as National Library Card Month. The article focused on the services a
library card can provide and the Keene Memorial Library’s electronic resources.
