Keene Memorial Library Board Meeting Keene Memorial Library Board Room (1st Floor) 1030 N. Broad St, Fremont, NE 6:30 P.M. April 15, 2024 Minutes Held in the Keene Memorial Library Board Room (1st Floor) and Board Vice-President Becky Pence called the meeting to order at 6:30 pm Roll Call The following members were present: Amanda Moenning, LeAnn Rathke and Becky Pence. Linda McClain and Ryan Fiala were absent. Also present for the meeting were Laura England- Biggs, Library Director, City Administrator Jody Sanders, Sally Ganem, City Council Liaison and Denise Kay, Friends of Keene Memorial Library Board President. Senior Office Associate Tracy Parr will be recording the meeting minutes. Notice of Meeting and Agenda This meeting was preceded by a publicized notice in the Fremont Tribune and the agenda posted at the 1st floor circulation desk of the Keene Memorial Library, located at 1030 North Broad Street, and distributed by email. A copy of the Open Meetings Act is posted continually for public inspection and is located near the entrance of the meeting room. Agenda Motion to adopt current agenda for April 15, 2024, regular meeting. Board Member Rathke made a motion to adopt the current agenda for the April 15, 2024, Library Board Meeting, and it was seconded by Board Member Moenning. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with two board members absent. Reading of Minutes Board Vice-President Pence made a motion to dispense with and approve the March 18, 2024, Library Board minutes, and it was seconded by Board Member Moenning. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with two board members absent. New Business Accept the resignation of Linda McClain from the Library Board With regrets from all of the Library Board members that were present, Linda McClain’s resignation effective immediately was accepted. With the President’s resignation, Board Vice- President Pence becomes President according to the by-laws. Library Board President Pence added the following message. “Linda has faithfully given her time, energy, and talents. Board service can be one of the toughest volunteer roles and Linda has always performed with dedication and persistence, distinguishing herself as a judicious steward and remarkable woman. Linda and Laura worked tirelessly on grants and fundraising. Because of that, our entire community has been blessed with this beautiful space. Thank you, Linda, for making such an impact on our community and the Keene Memorial Library. Linda, you have my deepest thanks.” Board Member Moenning made a motion to accept the resignation of Linda McClain from the Library Board with regrets, and it was seconded by Board Member Rathke. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with one board member absent. Reports Library Director’s Report Month in Review No action taken. Statistics No action taken. Friends of the Library Report No action taken. Finance – Library Expenditures Reports for March 2024 No action taken. With no further business, the motion to adjourn was made by Board President Pence, seconded by Board Member Moenning; Time: 7:15 p.m. Ayes: Moenning, Rathke and Pence. Motion Carried 3-0 with one board member absent. Next Regular Board Meeting will be held May 20, 2024, at 6:30 pm in the Board Room (1st Floor) located at Keene Memorial Library, 1030 N Broad St, Fremont NE. March 18, 2024 Minutes Held in the Keene Memorial Library Board Room (1st Floor) and Board Vice-President Becky Pence called the meeting to order at 6:30 pm Roll Call The following members were present: Amanda Moenning, LeAnn Rathke and Becky Pence. Linda McClain was absent, and Ryan Fiala arrived at 6:39, after the approval of the agenda and last month’s minutes. Also present for the meeting were Laura England-Biggs, Library Director, City Administrator Jody Sanders, and Denise Kay, Friends of Keene Memorial Library Board President. Board Member Rathke made a motion to adopt the current agenda for the March 18, 2024, Library Board Meeting, and it was seconded by Board Member Moenning. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with two board members absent. Reading of Minutes Board Member Pence made a motion to amend the February 19, 2024, Library Board minutes, to change the years on listed for the annual report located under new business from 2021-2022 to 2022-2023, and it was seconded by Board Member Moenning. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with two board members absent. Board Member Pence made a motion to dispense with and approve the February 19, 2024, Library Board minutes as amended, and it was seconded by Board Member Rathke. Ayes: Moenning, Rathke and Pence. Motion carried 3-0 with two board members absent. New Business Maintenance Reserve Fund Policy Sample Library Director England-Biggs informed the Board about the requirement from one of our larger, last-dollars-in grants to create a reserve fund strictly to be used for building maintenance and repair costs. City Administrator Sanders had several suggestions for how to proceed, which Director England-Biggs will follow up on for a future meeting. No action taken. Finance – Library Expenditures Reports for January 2024 and February 2024 No action taken.
