Held in the Keene Memorial Library Board Room (1st Floor) and acting Board President Becky
Pence called the meeting to order at 6:30 pm
Roll Call
The following members were present: Tina Barham, Amanda Moenning, and Becky Pence.
LeAnn Rathke arrived at 6:32 pm. Ryan Fiala arrived at 6:43 pm. Also present for the meeting
were Laura England-Biggs, Library Director; Jody Sanders, City Administrator; and Denise Kay,
Friends of Keene Memorial Library Board President. Director England-Biggs will be recording
the meeting minutes.
Notice of Meeting and Agenda
This meeting was preceded by a publicized notice in the Fremont Tribune and the agenda posted
at the 1st floor circulation desk of the Keene Memorial Library, located at 1030 North Broad
Street, and distributed by email. A copy of the Open Meetings Act is posted continually for
public inspection and is located near the entrance of the meeting room.
Agenda
Motion to adopt current agenda for July 15, 2024, regular meeting. Board Member Moenning
made a motion to adopt the current agenda for the July 15, 2024, Library Board Meeting, and it
was seconded by acting Board President Pence. Ayes: Barham, Moenning, and Pence.
Motion carried 3-0 with two board members absent.
Reading of Minutes
Board President Member Moenning made a motion to dispense with and approve the June 17,
2024, Library Board minutes, and it was seconded by Board Member Barham. Ayes: Barham,
Moenning, Rathke and Pence.
Motion carried 4-0 with one board member absent.

Statistics
Motion to receive printed version to add to the Board packet was made by acting Board
President Pence, seconded by Board member Barham. Ayes: Barham, Moenning, Rathke,
and Pence.

Finance – Library Expenditures Reports for March 2024
Answers to last month’s questions were distributed. Motion to receive printed document
to add to the packet was made by Board Member Rathke and seconded by Board Member
Moenning.
Motion carried 5-0.
With no further business, the motion to adjourn was made by Board Member Rathke, seconded
by Board Member Fiala; Time: 7:06 p.m.
Ayes: Barham, Fiala, Moenning, Rathke and Pence.
Motion Carried 5-0.
Next Regular Board Meeting will be held August 19, 2024, at 6:30 pm in the Board Room
(1st Floor) located at Keene Memorial Library, 1030 N Broad St, Fremont NE.

Next Regular Board Meeting – August 19, 2024, Keene Memorial Library Board Room
Agenda posted online at www.fremontne.gov/library and emailed to Library Board members on
July 10, 2024. This meeting is preceded by a publicized notice in the Fremont Tribune and the
agenda is at the front Circulation Desk of the Keene Memorial Library, 1030 North Broad Street.
A Copy of the Open Meetings Act is posted at the entrance of the meeting room. The Library
Board reserves the right to go into Executive Session at any time. The Library Board reserves the
right to adjust the order of items on this agenda.

Pence called the meeting to order at 6:33 pm
Roll Call
The following members were present: Tina Barham, Amanda Moenning, LeAnn Rathke and
Becky Pence. Ryan Fiala arrived at 6:38 pm. Also present for the meeting were Laura England-
Biggs, Library Director; Sally Ganem, City Council Liaison; and Denise Kay, Friends of Keene
Memorial Library Board President. Director England-Biggs will be recording the meeting
minutes.

Motion to adopt current agenda for June 17, 2024, regular meeting. Board Member Rathke made
a motion to adopt the current agenda for the June 17, 2024, Library Board Meeting, and it was
seconded by Board Member Moenning. Ayes: Barham, Moenning, Rathke and Pence.
Motion carried 4-0 with one board member absent.
Reading of Minutes
Board President Barham made a motion to dispense with and approve the May 20, 2024, Library
Board minutes, and it was seconded by Board Member Rathke. Ayes: Barham, Moenning,
Rathke and Pence.
Motion carried 4-0 with one board member absent.
New Business
Election of officers for the 2024-2025 year (beginning September 1 2024)
The board opted to elect a slate of officers following nominations.
Office: President
Board Member Moenning nominated Becky Pence; seconded by Board Member Barham. Acting
President Pence accepted the nomination.
Office: Vice President
Acting Board President nominated Amanda Moenning; seconded by Board member Rathke.
Board Member Moenning accepted the nomination.
Office: Secretary

Acting Board President Pence nominated LeAnn Rathke; seconded by Board Member
Moenning. Board Member Rathke accepted the nomination.
When the slate was presented, the following vote was recorded:
Ayes: Barham, Fiala, Moenning, Rathke, and Pence.
Slate passed 5 to 0.

The 4099 Other Capital Outlay of $3,748 in FY 2023 was for the refrigerator &
microwave/oven combination in the Community Meeting Room Kitchenette we purchased
last year
This budget line which shows a current balance of 161,000 available is for larger items that
don’t fit other categories for furniture & fixtures, building improvement and acquisitions, etc.
In our Capital Improvement Plan, that includes:
$75,000 AV Allowance for the Expansion Project
$65,000 IT Equipment for Expansion Project
$60,000 for new signage (MCL covered most of this with contingency funds)
$30,000 for new office equipment for the Expansion Project
We had initially intended to replace sod around the library with $7,000 from here; that project
was covered by construction contingency with MCL.
I don’t anticipate spending that $161,000 this year as most of this was covered in other
budget lines or by MCL.
Dues and Subscriptions appeared over-spent due to a clerical error where we paid for our
OCLC Interlibrary Loan service there instead of out of Service Agreements. It’s been adjusted
to the correct line and will be reflected accurately next month as 299.90 spent.
(Dues & Subscriptions pays for our COSUGI membership (Customers of SirsiDynix Users Group
Inc) of $150, and our Canva pro subscription which is shared among five departments. We
rotate which department pays the $149.50 and it was Library’s turn.)
