MINUTES OF PARKS & RECREATION BOARD MEETING Tuesday, April 4, 2017 7:00 pm – Meeting Room of City Auditorium - 925 N Broad ST PRESENT: Matt Bechtel, Bob Brown, Dian Christensen Hillis, Wendy Eairleywine, Connie Giese, Susan Jacobus, Kim Koski, Ann Prince, Nate Schwanke. 1. Call to Order – Meeting convened at 7:00 pm. The agenda displayed at City Hall, 400 E Military and was distributed to the Mayor, City Council and the Park Board, on March 31, 2017 and is open to the public. The open meeting law is posted continually for public inspection. 2. Roll Call – 5 present. Moran absent. 3. Reading of the Park & Recreation Board Minutes – Motion was made by Eairleywine, seconded by Prince to dispense with reading of the minutes and approve as presented. Motion carried. 4. Request for Use of Christensen Field Soccer Complex on Saturday, April 15, 2017 from 8am – 2pm for Community Easter Egg Hunt sponsored by the Fremont Soccer Club. Motion was made by Prince, seconded by Giese to approve. Motion carried. 5. Request for Use of Miller, Milliken and Ruwe Parks on Saturday, April 15, 2017 from 8am – 12pm for Community Easter Egg Hunts sponsored by Fremont Church of the Nazarene. Motion made by Prince, seconded by Giese to approve. Motion carried. 6. Request for Use of Johnson Park trail and shelter on Saturday, May 6, 2016 for Fremont Cosmo 100 Club Spokes and Sneakers annual fundraising event. Motion was made by Christensen Hillis, seconded by Eairleywine to approve. Motion carried. 7. Request for Use of the shelter and dog park at Clemmons Park on Saturday, June 3, 2017 from 10am – 2pm for annual Bark for Life fundraising event. Motion made by Giese, seconded by Eairleywine to approve. Motion carried. 8. Request for Use of sled hill and playground equipment at Clemmons Park for YMCA summer boot camp. Classes will be 6:30am on Saturdays, June 10 – August 25, 2017. Motion made by Giese, seconded by Eairleywine to approve. Motion carried. 9. Request for Use of Hormel Park and garage on April 28 – 30 and August 25 – 27, 2017 for archery tournament hosted by the Nebraska Traditional Archers. Motion made by Christensen Hillis, seconded by Eairleywine to approve. Motion carried. 10. Rental Fees & Charges – Koski explained she has received numerous complaints from renters regarding the fee charged for using the table and chairs at Christensen Field and the City Auditorium. Koski presented a proposal that would include the use of table and chairs in the building rental fees for Christensen Field and the City Auditorium. Renters will be responsible for all set up and tear down for their event. Koski will evaluate fees and charges in the fall and present a new fee structure for building rentals. Motion was made by Christensen Hillis, seconded by Giese to approve and forward to the City Council for final approval. Motion carried.  11. Recreation Report – Schwanke  Walking program finished at the senior center. Marv Steffensmeier walked 92.5 miles in 8 weeks and won the honor of top walker. The group as a whole walked 400+ miles.  Registration continues for summer programs.  Finalizing summer staff and getting information mailed out.  We will begin filling Splash and Ronin the end of April.  Eco-Fair is April 20.  Final Community FREEskate is April 14. 12. Director’s Report – Koski  Arbor Day will be Friday, April 28, 2017 at 10:15am at the Christensen Field Soccer Complex. (2) Autumn Breeze Maple trees will be planted with money donated to the Friends of Fremont Area Parks annual fundraising campaign. Plants will also be planted in the planter in honor of the members of the Tri-County Gardeners Gardening Club. The event is sponsored by the FFAP. Refreshments will be served after a short program.  Crews are busy with prep work and set up for the annul bull ride event at Christensen Field on April 7 & 8.  Brock Ellis of Creative Collective is mentoring students who will be designing a web page for the FFAP.  FFAP are participating in the Big Give hosted by the Fremont Area Community Foundation on May 9. This is a chance for Fremont residents to give where they live! The FFAP will be raising funds to install water fountains for dogs and their owners at Dog Park West.  Restrooms and irrigation systems are being de-winterized. 13. New Discussion Items a. Wildwood Park – a discussion was held concerning the cleaning up of Wildwood Park. Giese said she would ask Girl Scout Troops to lend a hand and do clean ups as time allows. Keep Fremont Beautiful was brought up as a possible partner to assist with clean ups as well. b. The question was raised as to who is responsible for the clean-up of the former railroad north of Ronin Park. c. Strategic Planning will be discussed at future meeting. 14. Adjournment – motion was made by Eairleywine, seconded by Giese to adjourn. Motion carried. The meeting adjourned at 7:47 pm.
