AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, November 6th, 2023 City Hall 2nd Floor Conference Room– 7pm Present: Aaron Paden, Connie Giese, Wendy Eairleywine, Ashley Washburn, Dan Moran, Nick Hansen, Nate Schwanke, and Jody Sanders. Call to Order: Meeting was called to order at 7:00pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on November 2nd, 2023 and is open to the public. The open meeting law is posted continually for public inspection. Roll Call: Roll Call showed members Giese, Paden, Eairleywine, Washburn, and Moran present. Absent: Christensen-Hillis Open Meeting Law posted for public review. Reading of the Parks & Recreation Board Minutes, September 11th, 2023. Giese moved to suspend the reading since the board has read them, seconded by Washburn, to suspend the reading of September 11th minutes. Motion carried. Schwanke discussed Venom softball was interested in leasing a field for their organization. They have approached the P&R department in the past for interest in using a specific field for their own organization. Board discussed the use of Venom Softball and had no issues with Schwanke to continue discussion with Venom. Hansen discussed it would be a lease that mirrors Nighthawks and Rebels organizations. Schwanke presented the recreation report and what programs or events finished up. Schwanke discussed Pumpkin painting had 75 participants and the Zombie Run had about 38 participants for the first year events. Board Member discussed if there was ways to market it to the schools. Schwanke will get a hold of Elementary Superintendent Eairleywine and see what P&R can do to promote events to the schools. Schwanke mentioned the next event planned was Dec 16th breakfast with Santa. Schwanke discussed the ball field projects that P&R department was finishing up before winter. Hansen discussed that the library construction is back on schedule and the library is looking to be out of the Auditorium by December. P&R Department will make some repairs before it opens back up for rentals. Hansen discussed P&R department has winterized restrooms, pools, splash pads, and irrigation for the season. Park department finished installing the fence at Memorial Field and added a gate at the entrance to secure the facility. Hansen discussed the crew will mobilize to hang the wreaths for downtown the week of November 13th so it’s ready for the Christmas walk. Hansen discussed that JCF is requesting an electrical panel on the Couth  Central sector JCF park. JCF committee does have funding from a grant. Hansen discussed he and Jody had a meeting with Veterans coalition about Veteran’s park. Hansen discussed that waterpark excitement is finishing up refurbishing the train at splash station, the train is looking very noticeable from the highway. Hansen discussed that the keyless entry project was completed and starting to get pin numbers to renters. Hansen discussed that the boat ramp RFP reconstruction was due on the 21st of November and the P&R master plan is due on 29th of November. Hansen discussed that P&R received $113,000 from the EDA tourism grant of the $850,000. Hansen mentioned that he’s taking a look at the requirements before P&R moves forward with the grant. Hansen discussed that the forestry planted eight free trees that was received by the NE arboretum Association and P&R follow-up with the association on the completed project. Hansen discussed that P&R will be applying for Tree City USA again. Hansen mentioned that there’s a new Maintenance Worker II position open and a new Maintenance Worker open position for forestry. Hansen discussed that public transportation free rides ended on November 3rd. He mentioned there’s a ribbon cutting and community open learning meeting scheduled for November. Hansen discussed capital improvements that are in the near future for the P&R department. Next Meeting – Monday, January 8th 2024, 7pm, City Hall 2nd Floor Conference Room. Adjournment- Motion was made by Paden, seconded by Geise to adjourn. Motion carried. Meeting adjourned at 7:48pm.
