AGENDA MINUTES OF PARKS & RECREATION BOARD MEETING Monday, April 1st, 2024 City Hall 2nd Floor Conference Room – 7pm Present: Aaron Paden, Dan Moran, Connie Giese, Dian Christensen-Hillis, Wendy Eairleywine, Anna O’Reilly, Jody Sanders, Nick Hansen, and Nate Schwanke. Call to Order: Meeting was called to order at 7:01pm by Chairman Moran. The agenda displayed at City Hall, 400 E Military and was distributed to the Park Board, Mayor and City Council on March 29th, 2024 and is open to the public. The open meeting law is posted continually for public inspection. Roll Call: Roll Call showed members Giese, Paden, O’Reilly, Christensen-Hillis, Moran and Eairleywine present. Absent: Open Meeting Law posted for public review. Reading of the Parks & Recreation Board Minutes, March 4th, 2024. Giese moved to suspend the reading since the board has read them, seconded by Eairleywine, to suspend the reading of March 4th minutes. Motion carried. Hansen discussed JCF committee request for usage of city property for JCF days. Board discussed the request and recommended that JCF committee apply for a reduce application for the usage of city auditorium and to cover the cleaning cost of the usage of the auditorium. A motion was to accept the request and amend the JCF committee will pay the cleaning fee. Motion carried. Schwanke presented the recreation report and discussed receiving the chemical bids for the pools. Schwanke mentioned the increase participation in the senior center over the winter months, friendship center board purchases new chairs and tables to help accommodate the increase of participation. Schwanke discussed job postings are available on the website for seasonal help and orientation is set-up with HR for the summer applicants. Schwanke discussed getting ready for the CPRP exam. Schwanke mentioned an event will take place at JCF park for chalk the park in April. Board member Moran had concern about the tiny tot program with site visits to other facilities. Schwanke mentioned that the tiny tots stays a Clemmons and he’ll look into the description of the program to clear up an confusion on destinations. Hansen presented the directors report and discussed the auditorium rentals are available to the public and working on some maintenance issues with the heat pumps and Johnson controls. Hansen mentioned that all garden plots have been filled and the plots have been tilled and planting can start, park staff will turn on the water to the gardens when weather permits. Hansen discussed Cunningham Rec received the bid for installation and design of Buch new  playground. The playground will have a train themed look. Hansen discussed the park maintenance have started to open the restrooms and irrigation and splash pads to follow. Hansen mentioned that 1 park crew will be attending a CDL class and 2 park crew will be taking the Certified Park Safety Inspector (CPSI) certification in May. Hansen mentioned the house next to the auditorium was schedule to be demoed in March but was move to April or when the contractor can finish up the job. Hansen mentioned that he will visit with Americorps program via webinar to learn about the program and see if the group of volunteers can help out at Hormel trail installation and Ridge Cemetery. Hansen discussed the parks master plan and a meeting will be taking place in April and May. Hansen mentioned the CCCFF grant was approved and the city and creative arts district will receive a total of 400k match for the construction of an amphitheater and restrooms in JCF park. Hansen discussed the pickleball courts will be installed in April. Hansen discussed the EDA grant forestry equipment was ordered and will cover 113K. Hansen mentioned the forestry position that was added has been filled. Hansen mentioned our forestry supervisor will be out for a couple months starting in May due to back surgery. Hansen discussed the manager position is transit is available and had a handful of applications. Hansen mentioned the CIP for boat ramp is completed and the boat ramp is available to the public at Hormel Park. Hansen mentioned the next to big projects on the capital improvement plan is Van Anda Restrooms and Christensen Field Quonset. Next Meeting – Monday, May 6th 2024, 7pm, East Room City Auditorium. Adjournment- Motion was made by Paden, seconded by Eairleywine to adjourn. Motion carried. Meeting adjourned at 7:50pm.
