PLANNING COMMISSION
REGULAR MEETING
DECEMBER 16, 2013 – 5:00 P.M.
CITY COUNCIL CHAMBERS
PRESENT: Chairman Sookram, Members Barton, Fagan, Fooken, Ridder, Sawyer, Wiese
and Winter, Planning Director Rian Harkins and Chief Building Inspector Don
Simons
ABSENT: Member Emanuel
Chairman Sookram called the meeting to order. Roll Call Vote was taken – 8 present.
Chairman Sookram read a statement that this meeting was preceded by publicized notice in the
Fremont Tribune and the agenda displayed in the lobby of the Municipal Building and posted
online at www.fremontne.gov; and distributed to the Planning Commission, Mayor and City
Council on December 6, 2013 and is open to the public. Chairman Sookram also stated a copy
of the agenda was kept continually current and available to the public at 400 East Military, 3rd
floor and a copy of the open meeting law is posted continually for public inspection located near
the Council Chambers entrance door by the agendas.
It was moved by Fooken, seconded by Fagan, to dispense with the reading of the Minutes of the
November 18, 2013 Regular Meeting and approve as received. Roll Call Vote showed all
members present voting aye – 8 ayes. Motion approved.
Chairman Sookram stated the general public is invited to address the Planning Commission
regarding any item on this agenda at this time or wait until discussion of their request is taking
place. No public comments were received.
Consider request of Robin and Tom Lallman to have a scrapbooking business as a
home occupation at 5770 West Highway 30 as part of a permitted conditional use.
Article 611-a.6. AG – Agricultural/Urban Reserve District.
Planning Director Harkins reviewed the staff report, noting the section of the zoning ordinance
that makes the proposed home occupation a conditional use request.
Moved by Sawyer, seconded by Barton to recommend approval of the request. Roll Call Vote
showed all members present voting aye – 8 ayes. Motion Carried.
Consider Replat of Lot 7, Block 3, Central Park Subdivision (2044 East 28th), Fremont,
Dodge County, Nebraska (Creative Properties, LLC). R2 – Moderate Density
Residential District.
Planning Director Harkins reviewed the staff report, noting that this was a continuation of the
development pattern of townhomes in this neighborhood.
Moved by Winter, seconded by Wiese to recommend approval of the request. Roll Call Vote
showed all members present voting aye – 8 ayes. Motion Carried.

Consider Replat of Lot S-1089 and part of Timber Lane, all in Woodcliff Subdivision,
Saunders County, Nebraska (Mitchell J. Burt and Woodcliff Lakes, Inc.).
Planning Director Harkins outlined the staff report, noting that this request combines the existing
lot with an adjacent easement that has been recently purchased.
Moved by Fooken, seconded by Winter to recommend approval of the replat. All members
present voting aye – motion carried.
Continued consideration of annexation of area north of 23rd Street, along Luther and
Johnson Road and along Morningside Road.
Planning Director Harkins reiterated the timeline of events in the process up to this point, and
explained how the study and service plan fit into the process. He also explained the desire of
Council to restart the process beginning at the end of December.
Moved by Wiese, seconded by Winter to recommend deferring the item to the January meeting.
All members present voted nay. Motion failed.
