PLANNING COMMISSION MINUTES August 12th, 2024 5:00 p.m. Meeting Chairman Jarod Borisow called the meeting to order at 5:00 p.m. He stated that a copy of the Open Meetings Act is posted continually for public inspection located near the entrance door by the agendas. Roll call showed Chairman Borisow and Commissioners, Landholm, Horeis, Carlson, and Jaeger were present. Commissioners McKay, Nielsen, Sawyer, and Darling where absent. A quorum was established. Chairman Borisow read the item: Dispense with the reading of the minutes of the July 22, 2024 Planning Commission meeting. Commissioner Landholm made a motion to approve the minutes, Commissioner Borisow seconded the motion. By a roll call vote, Jaeger, Borisow, Landholm, Carlson, and Horeis all vote in favor. Absent McKay, Nielsen, Sawyer, and Darling. The motion carried 5-0. Chairman Borisow read the item: A request by Scott Osterhouse to annex approximately 15.49 acres of property generally located at the southwest corner of the Highway 77 south bi-pass and Downing Street located in the Northwest Quarter (NW¼) of Section Thirty-Six (36) and the Southwest Quarter (SW¼) of Section Twenty- Five (25), all in Township Seventeen (17) North, Range Eight (8) East of the Sixth P.M., Dodge County, Nebraska. Planning Director Dam provided her staff report. Chairman Borisow opened the public hearing. After receiving no comments, Chairman Borisow closed the public hearing. Commissioner Landholm made a motion to approve the request, Commissioner Carlson seconded the motion. By a roll call vote, Jaeger, Borisow, Landholm, Carlson, and Horeis all vote in favor. Dam, AICP, Planning Director DATE: September 16, 2024 SUBJECT: Request to waive landscaping requirement Recommendation: Approval Background: This is a request to waive the requirement for a Type C buffer yard and replace it with a buffer consisting of native plant materials and Bald Cypress trees on property located at 1451 Morningside Rd. The Comprehensive Plan Future Land Use Map designates this area for industrial uses. The area is surrounded by GI, General Industrial zoning. It is in a “County Industrial Area” and is outside of the city limits. This is associated with requests to waive required all-weather surfacing and a final plat. The property is within an AO-2 flood plain that is subject to sheet-flow flooding. There are drainage issues on the property and in the area. The property has been graded to contain ditches along the northwesterly and westerly property lines. Those ditches fill and stormwater spreads into the parking area after a heavy rain. The applicant has been working with the planning department to find solutions that would address the storm water, landscaping and parking surface issues. The combination of the pervious paving grids and the proposed landscaping is designed to reduce stormwater run-off and increase on-site absorption. This proposal presents an opportunity to evaluate the performance of materials that can be of greater benefit than the materials traditionally used for landscaping and hard-surfacing. The proposed landscaping consists of native plant materials that by their nature will establish deep roots and can tolerate both wet and dry conditions. The plantings will provide a more “natural” aesthetic rather than a “groomed” or formal aesthetic. The plant materials will absorb water, help provide stability of the ditch areas, control erosion and will help remove pollutants from run-off. The materials and some benefits include: • Bald Cypress: excellent at soaking up water and preventing erosion, trap pollutants • Pawnee Big Bluestem: assists with erosion control and water absorption, roots grow depth of 10 feet. • Longhair Sedge: sedges trap pollutants, slow water movement, absorb water, tolerate wet/dry soil, adaptable. • Fox Sedge: sedges trap pollutants, slow water movement, absorb water, tolerate wet/dry soil, adaptable. • Heavy Metal Switch Grass: Adapts to wet and dry conditions, stabilizes soil, extensive root systems. • Indian Grass: Adapts to wet and dry conditions, stabilizes soil, extensive root systems. • Button Bush: Ornamental, stabilizes soil, attracts pollinators, tolerates intermittent flooding and wetlands. • Coneflower: Ornamental, attracts pollinators, tolerate dry conditions. • False Sunflower: Ornamental, attracts pollinators, enriches soil. • American Gold Rush Coneflower Culvers Root: Ornamental, tolerates a variety of soil conditions, attracts pollinators. Dam, AICP, Planning Director DATE: September 16, 2024 SUBJECT: Request to waive all-weather surface requirement Recommendation: Approval Background: This is a request to waive the requirement for all-weather surfacing on property located at 1451 Morningside Rd. The Comprehensive Plan Future Land Use Map designates this area for industrial uses. The area is surrounded by GI, General Industrial zoning. It is in a “County Industrial Area” and is outside of the city limits. This is associated with requests to waive required landscaping and a final plat. The property was developed with gravel surfacing as a storage yard for trailers to haul structural components and trusses. Section 11-804.06.A of the UDC requires that such off-street parking facilities be surfaced with an all-weather material such as concrete, asphalt, permeable paving or pavestones. The property is within an AO-2 flood plain that is subject to sheet-flow flooding. There are drainage issues on the property and in the area. The property has been graded to contain ditches along the northwesterly and westerly property lines. Those ditches fill and stormwater spreads into the parking area after a heavy rain. A hard surface such as concrete or asphalt would be impervious and would increase the amount of storm water that runs off the site. The applicant has been working with the city to find solutions that would address the storm water, landscaping and surfacing issues. The applicant has found a product called “Truegrid” pavers. The pavers are a plastic grid that snap together. They are installed on a subbase and then filled with clean gravel. Installed correctly, the pavers provide a 100% pervious surface that is strong enough to carry the weight of tractors and trailers. The product also minimizes dust and track-out. The proposed Truegrid pavers with the proposed landscaping should ultimately help reduce stormwater run-off in the area. The proposed landscaping is addressed in a different report. However, for the purposes of this report, the landscaping is proposed to consist of native plant materials that by their nature will establish deep roots and can tolerate both wet and dry conditions. The plant materials will absorb water, help provide stability of the ditch areas, control erosion and will help remove pollutants from run-off. This proposal combined with the landscape proposal provide an interesting test opportunity for Fremont to evaluate alternative materials that could provide better management of stormwater run- off on large sites for truck and trailer parking. The plat incorporates vacated Jones Street, and a vacated road spur into two lots and shifts the interior lot line between the two properties.
