CITY OF FREMONT UTILITY AND INFRASTRUCTURE BOARD
December 13, 2022 - 4:00 P.M.
A meeting of the Utility and Infrastructure Board was held on December 13, 2022 at
4:00 p.m. in the 2nd floor meeting room at 400 East Military, Fremont, Nebraska. The
meeting was preceded by publicized notice in the Fremont Tribune and the agenda
displayed in the Municipal Building. The meeting was open to the public. A continually
current copy of the agenda was available for public inspection at the office of the City
Administrator, 400 East Military. The agenda was distributed to the Utility and
Infrastructure Board on December 9, 2022 and posted, along with the supporting
documents, on the City’s website. A copy of the open meeting law is posted
continually for public inspection.
ROLL CALL
Roll call showed Board Members Wiese, Sawtelle, Dinkins, Greunke, Bolton present. 5
members present, 0 absent. Others in attendance included Angie Olson, Exec. Assist;
Jeff Shanahan, Utility Gen. Mgr.; Keith Kontor, Water and Wastewater Supt.; Dan
Goebel, Finance Director; Dan Reznicek, Plant Supr.; Mayor Joey Spellerberg, Troy
Schaben, Asst. Utility Gen. Mgr.; and Justin Zetterman, Asst. Dir. Public Works.
CONSENT AGENDA
Moved by Member Bolton and seconded by Member Wiese to approve items 3 and 4
(Minutes from November 29, 2022 and Accounts Payable through December 13,
2022). Ayes: Dinkins, Bolton, Wiese, Sawtelle, Greunke. Motion carried 5-0.
UNFINISHED BUSINESS:
Consider final acceptance of Luther Road South Paving Project. Zetterman gave
overview and answered questions. Moved by Member Wiese and Seconded by Member
Greunke to recommend to City Council to approve final acceptance of Luther Road
South Paving Project and authorize Mayor to sign final pay application and final change
order. Ayes: Bolton, Greunke, Dinkins, Sawtelle, Wiese. Motion carried 5-0.
REGULAR AGENDA:
Consider Nebraska Department of Transportation Maintenance Agreement
Renewal. Zetterman gave overview. Moved by Member Dinkins and Seconded by
Member Bolton to recommend to City Council to authorize the Mayor to
sign the 2023 annual renewal of Maintenance Agreement No. 11 between the
Nebraska Department of Transportation and the City of Fremont. Ayes: Bolton, Dinkins,
Wiese, Sawtelle, Greunke. Motion carried 5-0.
Consider Certificate of Compliance for 2022 Nebraska Department of
Transportation Maintenance Agreement No. 11. Zetterman gave overview. Moved by
Member Dinkins and Seconded by Member Greunke to recommend to City Council
authorize the Mayor to certify and sign the Certificate of Compliance for the 2022
Maintenance Agreement No. 11 between the Nebraska Department of Transportation
and the City of Fremont. Ayes: Wiese, Sawtelle, Bolton, Dinkins, Greunke. Motion
carried 5-0.

Consider Additional Stop Signs for Northbound/Southbound traffic on E 19th
Street from N Park Ave to N Platte Ave. Zetterman gave overview and answered
questions. Moved by Member Greunke and Seconded by Member Dinkins to
recommend to City Council to approve additional stop signs for northbound/southbound
traffic at intersections along E 19th Street from N Park Ave to N Platte Street. Ayes:
Sawtelle, Bolton, Wiese, Dinkins, Greunke. Motion carried 5-0.
Consider Speed Limit Change on Johnson Road. Zetterman gave overview and
answered questions. Moved by Member Wiese and Seconded by Member Bolton to
recommend to City Council to approve change in speed limit for Johnson Road from E
Military Ave to E 16th Street. Ayes: Greunke, Wiese, Sawtelle, Bolton, Dinkins. Motion
carried 5-0.
Consider NDOT Banner Permit. Zetterman gave overview. Moved by Member Wiese
and Seconded by Member Dinkins to recommend to City Council to authorize Mayor to
sign Banner Permit with the Nebraska Department of Transportation. Ayes: Dinkins,
Sawtelle, Bolton, Greunke, Wiese. Motion carried 5-0.
General Manager Updates. Shanahan gave update on infrastructure physical security.
The group discussed.

Moved by Member Bolton and Seconded by Member Greunke to adjourn the meeting
at 4:40pm. Ayes: Sawtelle, Wiese, Dinkins, Bolton, Greunke. Motion carried 5-0.
