Sloan City Clerk - Yvonne Spence, CMC Monday, May 11, 2015 6:00 PM Clovis Veterans Memorial District (Independence Room) 808 Fourth Street Clovis, CA 93612 City of Clovis Joint Meeting The City Council met in a Special Joint session with the City of Clovis at the hour of 6:00 P.M. in the Clovis Veterans Memorial District building on the day above written. Meeting called to order by Clovis Mayor Magsig The meeting was called to order at 6:02 P.M. Flag salute led by Fresno Council President Oliver L. Baines, III Roll Call - City of Fresno Present: 5 - President Oliver Baines Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Esmeralda Soria Absent: 2 - Councilmember Clinton Olivier Councilmember Sal Quintero Also present for the City of Fresno were Mayor Swearengin, City Manager Rudd, City Attorney Sloan and Assistant City Clerk Stermer. City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final May 11, 2015 Roll Call - City of Clovis Present: 5 - Mayor Nathan Magsig Mayor Pro Tem Bob Whalen Councilmember Harry Armstrong Councilmember Lynne Ashbeck Councilmember Jose Flores Public Comments Upon call, no member of the public had comments for the joint session. Introductory Comments: Clovis Mayor Magsig and Fresno Council President Baines Fresno City Council President Baines thanked the City of Clovis for hosting the third special joint meeting between the two city councils. He recognized the importance of the regional meetings and was confident that future City Councils would continue the meetings. Clovis Mayor Magsig stated that the Cities of Fresno and Clovis were better together because the issues that each faces are very similar. ID#15-408 1. Council Comments TRAILS UPDATE - Clovis Planning and Development Services Director Kroll and Fresno Development and Resources Management ("DARM") Assistant Director Sanchez, presented the update. The updated included: a discussion of an analysis performed on the Sugar Pine and Old Town Trails that connect the City of Fresno and the City of Clovis; the planned North West Growth Area by the City of Clovis; continued trail discussions between staff from the City of Clovis and the City of Fresno; national exposure of the joint trails in the region. The following member(s) of the public spoke on Trails: Robert Evans from the City of Clovis and John Write from the City of Clovis. WATER CONSERVATION AND IMPLEMENTATION OF THE City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final May 11, 2015 GOVERNOR'S EXECUTIVE ORDER - Clovis Public Utilities Director Serpa and Fresno Public Utilities Director Esqueda lead the discussion. The discussion included: the goals of the Governor's order; current conservation efforts and successes; utility master plan updates; water banking realities in a drought; using water meter data and computer apps to bring waste and improper watering to the attention of the public; education of the public; watering of public and private median islands; implementation of new construction landscaping rules; the future of ground water pumping administration; recycled water; rebates; poverty; education in multiple languages and experimenting with allowing irrigation with water from the waste water treatment plant. Upon call, no member of the public had comments on Water Conservation and Implementation. RESIDENTIAL DEVELOPMENT STANDARDS - Clovis Planning and Development Services Director Kroll and Fresno DARM Assistant Director Sanchez, lead the discussion. Fresno City Mayor Swearengin and Fresno DARM Assistant Director Zack also spoke on this topic. The discussion included: the benefits of updating general plans and development codes simultaneously; public participation; the public ease of locating information; increasing densities; lot size changes; similarities and difference between the City of Fresno and City of Clovis general plans and development codes; the Willow Avenue corridor; the future of landscape standards; street widths; driveway lengths and impacts to areas surrounding planned industrial uses. Upon call, no member of the public had comments on Residential Development Standards. COUNCIL COMMENTS - All Councilmembers expressed an appreciation for the joint meetings. Possible future topics were discussed and included: use of Temperance Flats and Big Dry Creek for water storage; surface water; mental health and Proposition 47 with a perspective from the District Attorney and Police Chiefs; lot sizes; water conservation; trails; farmland preservation; revenue sharing between the Fresno, Clovis and Madera metro area and regional job creation and development.
