HOGG DAY” PRESENTED APPROVE MINUTES No minutes were on the agenda for approval. COUNCILMEMBER REPORTS AND COMMENTS Councilmember Quintero asked that the meeting be adjourned in the memory of Rosellen Kershaw. He remembered Ms. Kershaw as a Fresno icon and an extraordinary person who helped push social and individual progress for women. An article in the Fresno Bee described her as an outstanding volunteer who called attention to social and political issues and helped Fresno progress as a community. Ms. Kershaw was a member of numerous organizations including Friends of the Fresno County Library, American Association of University Women and the League of Women Voters. She was at the forefront of many issues such as citizenship, politics, education, opera, public radio and fair housing, Councilmember Quintero shared descriptive quotes from others about Ms. Kershaw: Francine Farber said of Ms. Kershaw, "she didn't sit and watch things happen, she made things happen," and George Hostetter wrote that, "the life blood of a free people was her passion." President Baines reported that council meeting time had been changed to 1:30 P.M. because he and Councilmember Soria, were in Sacramento to fight against the passage of Assembly Bill 113 as proposed. The bill concerned Redevelopment Agencies. He reported that, thanks to a coordinated effort, the bill did not make it out of the Senate Budget Committee and saved the City approximately sixty-nine million dollars. President Baines announced the meeting would be adjourned in the memory of Rosellen Kershaw as well as journalists Alison Parker and Adam Ward of Virginia. He recalled that Ms. Parker and Mr. Ward were shot and killed during a live newscast by an individual who likely had severe mental health issues. He stated that the City of Fresno stood by the families and the State of Virginia in honoring the lives of Ms. Parker and Mr. Ward. APPROVE AGENDA City Clerk Spence announced the following changes to the agenda: General Administration item 2-A (File ID# 15-715) was removed from the agenda by staff and would be rescheduled at a later date; the 3:30 P.M. Scheduled Matter (File ID# 15-729) was remove from the agenda by President Baines' Office and would be rescheduled to a later date; the Closed Session item (File ID# 15-629) was removed from the agenda by Council President Baines' Office; City Council item 3-A (File ID# 15-761) was being moved to a time certain of 3:00 P.M. APPROVED AS AMENDED On motion of Councilmember Brandau, seconded by Councilmember Soria, the AGENDA was approved as amended. Testimony from those in attendance will then be taken. All testimony will be limited to three minutes per person. If you would like to speak fill out a Speaker Request Form available from the City Clerk’s Office and in the Council Chambers. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light on the podium will be turned on when the speaker begins. The yellow light will come on with one minute remaining. The speaker should be completing the testimony by the time the red light comes on and tones sound, indicating that time has expired. A countdown of time remaining to speak is also displayed on the large screen behind the Council dais. No documents shall be accepted for Council review unless they are submitted to the City Clerk at least 24 hours prior to the Council Agenda item being heard.
