City Manager Rudd announced he had distributed a list of deferred maintenance projects to the Councilmembers. The list has been attached to file ID 16-635 and is available in the City Clerk's Office. Councilmember Brand requested staff provide him details regarding park City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 21, 2016 landscape irrigation infrastructure in the city and the health of the trees in city parks. City Manager Rudd clarified that if a motion did not include a funding source, the administration would review the item and later inform Council whether the motion was feasible within existing appropriations and/or estimates. Council recessed from 11:16 A.M. to 11:37 A.M. and from 11:50 A.M. to 1:46 P.M. AMENDMENTS TO EXISTING MOTIONS Councilmember Brandau amended his motion regarding an additional $50,000 to the Economic Development Corporation ("EDC") made on June 15, 2016 and seconded by Councilmember Brand. The amendment was for the money to be used for implementation of the EDC strategic plan. The second agreed to the change. ADDITIONAL MOTIONS Councilmember Brandau motioned to fund the Neighborhood Street Program in the amount of $1,050,000 to be divided equally among the seven Council Districts. President Caprioglio seconded the motion. Councilmember Brandau clarified that he had discussed this item with the administration and expected the funds to come from an estimated carry-over. Councilmember Brand motioned that $500,000 be set aside from the Water Enterprise Department to be used, city-wide, in a future low interest rate loan program for homeowners impacted by, among other things, the previously mentioned galvanized pipe issue. President Caprioglio seconded the motion. Councilmember Brand clarified that he would issue an amendment to the Water Conservation Act with additional details. He also clarified that his June 16, 2016 motion was a separate rebate program. Councilmember Soria motioned to create a new position in the City Clerk's Office to establish and maintain a records management program. The annual cost would be $50,000 with only $37,000 for the first year as the position would not be filled until October. Councilmember Soria motioned to allocate an additional $9,100 ($100,000 total) for citywide community outreach. Councilmember Baines III seconded the motion. The motion was subsequently withdrawn as City Manager Rudd stated the administration would make this happen without need for a vote. Councilmember Soria motioned to allocate $15,000 to fund Sister City activities, up to $3,000 per city, in the General City Purpose budget. Councilmember Brand seconded the motion. Councilmember Olivier motioned to replace the restroom doors at Manchester Park for $5,000. Councilmember Brand seconded the motion. This motion was subsequently withdrawn as it was included in Councilmember Baines III's omnibus motion. Councilmember Olivier motioned to allocate $40,000 for Lafayette Park projects including lighting controls, softball reconditioning, resurfacing the tennis and basketball courts. Councilmember Brand seconded the motion. This motion was subsequently withdrawn as it was included in Councilmember Baines III's omnibus motion. Councilmember Olivier motioned to allocate $6,000 for adult exercise programming at Lafayette Park through The Way Ministries. Councilmember Brand seconded the motion. Councilmember Olivier clarified that he had extensive documentation on The Way Ministries and stated that the organization had done a great job with programs in disadvantaged neighborhoods. This motion was subsequently withdrawn as it was included in Councilmember Baines III's omnibus motion. Councilmember Baines III motioned to put the para-transit contract out to bid upon expiration of the current contract and noted that the City would be allowed to bid. President Caprioglio seconded the motion. Rick Steitz of Amalgamated Transit Union Local 1027 spoke on this item. Councilmember Soria motioned to allocate $100,000 to update the Tower District Specific Plan. Councilmember Baines III seconded the motion. DARM Director Clark spoke on this item. The following member of the public spoke on this item: Bruce Owdom - spoke in support. This motion was subsequently withdrawn as it was determined that a committee would need to be formed to determine the scope of the update in order to better City of Fresno ***Subject to Mayoral Veto Page 4 City Council Meeting Minutes - Final June 21, 2016 estimate costs. City Manager Rudd stated that there would be support for a Tower District committee. Discussion ensued regarding the prioritization of specific plan projects. Councilmember Baines III made a large omnibus motion to allocate $948,000 for the following: $200,000 for a BMX Park in Southwest Fresno; $50,000 for staffing at Mary Ella Brown Community Center for the Community Based Organization transition; $450,000 for Tier 1 planned deferred maintenance (including the restroom doors at Manchester Park, Lafayette Park capital projects and the Lafayette Park program requested by Councilmember Olivier); $70,000 for Pinedale Community Center programming run by PARCS staff as requested by Councilmember Brandau; $55,000 to support programs and ongoing maintenance at Melody Park as requested by President Caprioglio; $25,000 for a report writing sub-station as requested by Councilmember Baines III; $25,000 for a report writing sub-station at Stone Soup as requested by President Caprioglio; $48,000 to support the work of the Fresno Historical Society as requested by Vice President Quintero, and; $25,000 in support of The Big Fresno Fair Historical Museum as requested by Vice President Caprioglio. MOTIONS WITHDRAWN Councilmember Brandau withdrew his June 14, 2016 motion for updated design and engineering for the irrigation system at Woodward Park. Councilmember Brandau withdrew his individual June 14, 2016 motion to allocate $70,000 for programs at the Pinedale Community Center run by Parks, After School, Recreation and Community Service Department staff. The motion was withdrawn because it was included in Councilmember Baines III's omnibus motion. President Caprioglio withdrew his individual June 14, 2016 motion to set aside $55,000 to support programs and ongoing maintenance of Melody Park. The motion was withdrawn because it was included in Councilmember Baines III's omnibus motion. Councilmember Baines III withdrew his individual June 14, 2016 motion to fund a report writing sub-station in the Tower District for $25,000. The motion was withdrawn because it was included in his omnibus motion. Councilmember Quintero withdrew his individual June 16, 2016 motion to move $48,000 in the General Fund for the Fresno Historical Society. The motion was withdrawn because it was included in Councilmember Baines III's omnibus motion. Councilmember Quintero withdrew his individual June 16, 2016 motion to provide $25,000 in support of The Big Fresno Fair Historical Museum. The motion was withdrawn because it was included in Councilmember Baines III's omnibus motion. VOTES ON MOTIONS Vote on June 7, 2016 motion by Councilmember Baines, second by Councilmember Soria, to carry-over $100,000 from General City Purpose for the industrial compatibility study and placed into the Development and Resources Management Department. This item PASSED by unanimous vote. Vote on June 8, 2016 motion by Councilmember Soria, second by President Caprioglio, to include sufficient funds for a full fiscal year of Central Printing operations and personnel and to explore moving a staff member under the City Clerk. This item PASSED by unanimous vote. Vote on June 14, 2016 motion by Councilmember Soria, second by Councilmember Baines III for $14,000 to expand the youth lifeguard program west of Highway 99. This item PASSED by unanimous vote. Vote on June 14, 2016 motion by Councilmember Baines III, second by Vice President Quintero, to promote / reclassify PARCS Recreation Supervisors to Managers / management. This item PASSED by a vote of 6 to 1 with Councilmember Olivier voting, "no." Vote on June 15, 2016 motion by Councilmember Brand, second by Councilmember Brandau, to put aside $100,000 from carry over to be used for a naming rights consultant. This item PASSED by unanimous vote. Vote on June 16, 2016 motion by Councilmember Brand, second by President Caprioglio, to set aside $250,000 from Water Enterprise funds for a city wide rebate program for homeowners impacted by corroded pipes installed between 1989 and 1999. This item PASSED by unanimous vote. Vote on June 16, 2016 motion by Councilmember Baines III, second by Councilmember Soria to move the funds for the SPCA contract out of the PARCS budget and into the General City Purpose budget beginning with FY17. This item PASSED by unanimous vote. Vote on June 21, 2016 motion by Councilmember Brandau, second by President Caprioglio, to fund the Neighborhood Street Program with $1,050,000 to be divided equally between the Council Districts. This item PASSED by a vote of 6 to 0 to 1 with Councilmember Olivier abstaining. Councilmember Brand clarified that his vote in support was contingent upon locating funds for the program. Vote on June 21, 2016 motion by Councilmember Soria, second by Councilmember Brand, to allocate $15,000 for Sister City activities up to $3,000 per city, second by Councilmember Brand. This item FAILED by a vote of 3 to 4 with Councilmember Brand, Councilmember Brandau, Councilmember Oliver and Vice President Quintero voting, "no." Vote on June 21, 2016 motion by Councilmember Soria, second by President Caprioglio to create a new position in the City Clerk's Office to establish and maintain a records management program for an annual funding of $50,000 ($37,000 for the first partial year).
