COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Baines III asked City Manager Rudd if there was a yearly
parking pass for seniors at Roeding Park. City Manager Rudd stated there
was an annual pass that applied to everyone but no pass just for seniors.
Councilmember Baines III directed staff to look into developing a yearly
parking pass for seniors at all the regional parks, regardless of residency, for
the upcoming Master Fee Schedule update.
President Caprioglio congratulated the newly sworn Police Officers and
promoted Officers that were at the August 22, 2016 ceremony held at the
Convention Center.
President Caprioglio recognized Fire Chief Donis and her team for receiving
a SAFER grant. He explained the grant would help to increase the number
of firefighters protecting the city.
President Capriglio reported he had the opportunity to meet with the
International Hmong New Year Board of Directors at their new offices in
District 4. He announced the Hmong New Year would begin on December
26 and encouraged all to attend the event he described as, "a great cultural
experience."

President Caprioglio announced he met with the Board for Associated
Students Incorporated at California State University, Fresno. He said the
Board ran a great meeting and he was impressed by their dedication to the
university and to the city of Fresno.
President Caprioglio reported he recently met the Boardmembers and
sponsors of the Valley Caregivers Resource Center. He said the
organization served as the eyes and ears for seniors and provided many
resources for families with members suffering from Alzheimer's and other
issues requiring outside care and comfort. He encouraged the public to get
involved with the organization.
Vice President Quintero appologized to staff for comparing the Clinton and
Marks property in the County with the property at Jensen and Fowler, at the
last meeting. He stated the properties, the plans and set up were too
different to warrant the kind of comparision he made.
Vice President Quintero wished Terese Edwards a happy birthday. He
stated that Ms. Edwards was the Executive Assistant in Public works and he
expressed his gratitude for the "super job" that she does.

owned by Surinder P. Singh and Jaspreet Kaur, husband and
wife, as joint tenants for fee simple right-of-way for public street
purposes, in the amount of $99,000 for the construction of
Veterans Boulevard Interchange project.

Inc., for an inductively coupled plasma - mass spectrometry for
Wastewater Management Division Laboratory Services in the

groundwater, soils, sludge, and biosolids. (Bid File No. 3473).

megawatt (MW) emergency generator for the Northeast Surface
Water Treatment Facility (NESWTF) (Council District 6):
1. ***RESOLUTION - 4th amendment to Annual Appropriation
Resolution (AAR) No. 2016-118 to appropriate $1,024,600.00 to
fully fund the purchase and installation of a two megawatt
emergency generator at the Northeast Surface Water Treatment
Facility (Requires 5 affirmative votes).
2. Adopt findings of Categorical Exemption pursuant to Section
15301 (Class 1/Existing Facilities), Section 15303 (Class 3/New
Construction of Small Structures) and Section 15311 (Accessory
Structures) of the California Environmental Quality Act (CEQA)
Guidelines for the installation of an emergency generator at the
NESWTF.
3. Adopt findings that Bay City Equipment’s bid proposal is
non-responsive for failing to comply with the bid specifications.
4. Award a purchase contract to Quinn Power Systems, Inc. of
Selma, California, in the amount of $669,901.93, as the lowest
responsive and responsible bidder for the purchase of an
emergency generator and automatic transfer switch, to be
installed under separate contract, at the NESWTF.

Media, LLC., for five digital billboards on City owned property at
various locations across the City.
Assistant City Manager Quan-Schecter introduced the above item to
Council. Outfront Media General Manager Suntrapak and lease
representative Duran answered questions from Council.

Fresno and SkyWest Airlines, Inc., for hangar facility and ramp

1. Adopt finding of a Categorical Exemption pursuant to CEQA
Guidelines section 15301(d), Class 1; and
2. Approve a Lease Agreement between the City of Fresno and
SkyWest Airlines, Inc. for a term of three (3) years with options
for up to seven one-year extensions at Fresno Yosemite
International Airport.
The above item was introduced to Council by Aviation Director Meikle.
Director Meikle stated the agreement contained a typo and read the
following correction into the record: the word "Lessor" should be changed to
"Lessee" in subsection B(2) (Construction Costs) of Section Six (Capital
Improvements) on page six of the agreement. He clarified that Skywest was
responsible for the cost of the parking facility.

The City of Fresno’s goal is to comply with the Americans with Disabilities Act

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
