APPROVE AGENDA
City Clerk Spence announced the following changes to the agenda:
Consent Calendar item 1-M (File ID 16-1081) has been removed from the
agenda and will be brought back to Council on September 22, 2016; the
2:05 P.M. Scheduled Matter (File ID 16-1004) was both an Agency and City
action, and; the following clarification was read into the record for Consent
Calendar item 1-P (File ID 16-803) "The version of the ordinance to be

adopted is the one provided in the supplement because it reflects the
ordinance bill that was introduced at the last hearing by the Council.

APPROVE MINUTES
ID16-158 Approval of minutes from September 1, 2016
City Clerk Spence announced the following change to the minutes of
September 1, 2016: with regards to the 5:00 P.M. Scheduled Hearing (File
ID 16-1002) the minutes should reflect that Bill B-34 was introduced AS
AMENDED and adopted as Ordinance 2016-31.
On motion of Vice President Quintero, seconded by President
Caprioglio, the above Minutes were approved as amended. The motion
carried by the following vote:

COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Brandau reported that the Fresno State Football team won
their home opener the previous week.
Councilmember Brandau also reported that he had a "fantastic" tour of the
Fulton Street project by the Administration and Public Works staff. He
learned the first two phases of the project would be the North and South
ends of the street followed by the third phase which would be the middle of
the street. He was happy to announce that the challenges had been
worked out with relatively few change orders and the project was on time
and on budget.
Councilmember Brandau announced that River Tree Fresno was planning a

clean-up operation on the San Joaquin River on September 17. He invited
everyone interested in volunteering to meet him at the Starbucks at Herndon
and Goldenstate Avenues at 8:30 A.M. for the cleanup, which would last
until 1:30 P.M.
Councilmember Olivier asked Assistant Director Zack to explain the
comment period for the Downtown Plan and the Fulton Corridor Specific
Plan. Director Zack and Deputy City Attorney Kolluri replied that the
statutory period closed Monday, September 12 but noted that people could
submit comments for Council consideration up to 24 hours before the item
was heard by Council.
Councilmember Soria thanked the administration and staff for joining her at
a community meeting at Homan Elementary School to discuss issues with
recycling centers. She announced that a case had been opened to look into
issues and she would continue to work with staff to find a resolution.
Councilmember Soria reported that she met with the City Consultants on the
Parks Master Plan. She provided her input and was excited for the planning
efforts on this important issue. Councilmember Soria stated she would like
to continue to assist the administration with community outreach.
Vice President Quintero announced that, on September 24th from noon to
5:00 P.M., the Mosqueda Community Center would host the annual Carnival
children’s event. He said the event would be lots of fun and would include
one dollar hot dogs, raffles, music and information tables. This years event
would honor Police and Firefighters. He thanked the PARCS department for
coordinating the event that hosts approximately three thousand patrons
each year.
President Caprioglio congratulated the Fresno State Football team on the
home game win. He also congratulated Fresno State for being the top
public university in the Country for graduation levels.
President Caprioglio reported on his attendance at a BIA Community
Leadership Forum to discuss regional growth in the Fresno and Madera
areas. He stated that he and Councilmember Brandau had been reaching
out Madera to combine efforts for regional development.
President Caprioglio also reported that he toured the Student Cupboard at
Fresno State. He explained that all students with needs could visit the

Cupboard for quality food at no cost. He thanked Mary Castro for her work at
the Cupboard.
President Caprioglio spoke at the Fresno State Community Revitalization
Summit which discussed the partnerships with Associated Students
Incorporated, other students, and community groups in the revitalization of
the El Dorado area. He explained the plan was to take those partnerships
and transition them to the Sierra Madre area.
Finally, President Caprioglio announced he and several Councilmembers
welcomed Mexican Consul David Preciado to City Hall for the raising of the
Mexican Flag at City Hall to celebrate 206 years of Mexican Independence.

Robert Morrissey, and; Frank Esquivel.

Upon call, the following members of the public addressed Council during
Unscheduled Communication:
Louis Marques - suggested using bricks from demolished buildings to fill in
dirt spaces around downtown. Mr. Marques also suggested the city
implement an "Operation Alley Cleanup" to address the filthy alleys
throughout the City.
Paul Condon - stated that, for a third time, he was been kept from running
for the Fresno City Council. He explained how the County Clerk said he was
two signatures short and how he also received conflicting information from
Sacramento.

provide public safety in parks (Citywide)
Councilmember Olivier introduced City Council items 4-D (File ID 16-1104)

Museum Instructor Voss and Social Vocational Services Community
Development Director Abeytia also spoke on these items.
Councilmember Olivier motioned for the City Manager to come back to
Council in thirty days with a plan to protect city parks. Councilmember
Olivier subsequently withdrew the motion.

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
