President Olivier recognized Fresno County Supervisor Nathan Magsig and invited him
to address Council. Supervisor Magsig introduced himself and stated he and the other
Supervisors were looking forward to working with the city. He said the Board Chair
would work quickly to extend a hand to the Mayor and Councilmembers so they could
start finding ways to be effective for the citizens of the City and County of Fresno.

3-A ID17-0003 WORKSHOP - Fresno Fire Department (FFD): 2016 FFD
Training Division Resource and SART Report Implementation
The above workshop was presented to Council by Fire Chief Donis. Chief
Donis provided a handout for Council and members of the public. A copy of
the handout has been attached to File ID 17-0003 and is available in the City
Clerk's Office.
During the presentation Council asked questions on the following topics: the

change to how risk was assessed; risking little to save property;
incorporating feedback; creating a model other fire departments would
emulate; whether there was an increase in "write-ups" following
implementation of the new rules; the chain of responsibility when it comes to
following the rules; the positive steps made to change the culture in the
department; the need for additional firefighters in the city and how Fresno
Fire Department staffing levels compared to departments in other cities.

2. Award a professional engineering services contract for
$592,000, with $25,000 contingency, to Stearns, Conrad and
Schmidt Consulting Engineers Incorporated of Long Beach,

The above item was introduced to Council by Supervising Professional
Engineer Norgaard with the Department of Public Utilities.
Councilmember Baines III noted there were no local firms associated with
the item and confirmed with staff, on the record, that the required
engineering work was highly specialized.

Manager Nunez also spoke on the item.
Councilmember Brandau directed staff to schedule a meeting with him to

acres of property located on the north side of W. Clinton Avenue

The above hearing was called to order at 10:07 A.M. The item was
introduced to Council by Project Manager Barnes with the Development and
Resources Management Department. Staff noted, on the record, the
sentence, "[a]ccess will be relinquished along all major streets," found on
page seven of the staff report, was not accurate and should have been
deleted.
Upon call for public comment, the following people addressed Council:
Joe Guagliardo representative for the applicant - supported the staff
recommendation. Mr. Guagliardo noted the project included $291,000 in
school fees, $268,000 in street improvements, $96,000 to the Council of
Governments for additional traffic improvements, $221,000 in park fees,
$40,000 in police fees, and $35,000 in fire fees. He also said there were
neighborhood meetings prior to the Planning Commission meeting and that
the project incorporated existing design elements into the project for minimal
impact. Mr. Guagliardo also pointed out that approving the annexation

would help reduce county pockets within the City of Fresno.

ID17-0026 HEARING to consider Rezone Application No. R-16-008,

to Environmental Assessment No. C-14-041 for a 57 acre site
located on the west side of N. Armstrong between E. Floradora
and E. Olive Avenues in the unincorporated portion of City’s
Sphere of Influence boundary (location of the Southeast Surface
Water Treatment Facility).
1. APPROVE an addendum to Environmental Assessment No.
C-14-041, in accordance with Section 15164 of the California
Environmental Quality Act Guidelines (CEQA).
2. BILL - (For introduction and adoption) - Approve Rezone
Application No. R-16-008 which proposes to amend the Official
Zone Map to rezone the property from the Fresno County AE-20
(Agriculture Exclusive, 20 acres) zone district to the City of
Fresno PI/UGM (Public and Institutional/Urban Growth

041 was approved on September 28, 2015, to allow the phased
development of the Southeast Surface Water Treatment Facility

spoke on the item.
Upon call for public comment, the following people addressed Council:
Curt Blank - stated he was the owner of the first house east of the project
and did not receive the same two notices of the original hearings as the
other abutting property owners. He stated that, after the project had begun,
he received notices of traffic and noise issues. Mr. Blank explained that
people moved to Floradora Avenue to have a quiet place outside of the city,
but with access to the city. He complained that the character of the
neighborhood had been destroyed and property values have been
negatively impacted and people were having problems selling their property.
He felt the change in zoning was wrong especially in light that he was not
notified. He also had issue with annexation and felt his neighborhood would
be next to be annexed against the wishes of those in the neighborhood.
Michael De Benedetto representative of De Benedetto Properties - stated he
owned properties directly north and across the street of the current water
treatment project. Mr. De Benedetto stated he worked with the city and
county ten years ago to get the annexation completed but "Gallo" was the
roadblock that stopped the process. He would like to see his 25 acre
property annexed so it could be develop pursuant to the General Plan.

Vending Machines from SPX Corporation (owner of Genfare)
under the sole source exception
2. Award a contract to SPX Corporation and Genfare SPX for
the purchase and installation of 55 TVMs along the
Blackstone/Kings Canyon BRT corridor, two years of warranty
and maintenance, and an option for an additional three years of
maintenance, in the amount of $4,261,144

Vice President Soria noted, for the record, that she would not support using
cap and trade money for upgrades to parking lots.

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.

which proposes the phased construction of an 80-unit
multiple-family residential development with associated
