ID17-99 Approval of minutes from May 11, 2017
COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Caprioglio reported that last Saturday was a very moving
day for him and for our community. The Fresno Airport held "Wings for
Autism". They took 50 families with Autistic children to the Airport. What
happens generally is that Autistic children have to have certainty and
regulation in order to survive. That kind of limits their ability to travel.
So what the Airport did was created a program together for the Autistic
children at the airport where they brought their luggage in, listened to Mayor
Brand welcome them, they went to the waiting area, they met the pilots and
the staff of the airplanes. It got very noisy and the kids and their families did
very well. The kids and families went to the doors of the planes. SKY West
spent approximately $25,000 just to bring in a plane just for this event. The
kids got on the plane, took their seats and taxied around and around the
airport.

I had a wonderful time and this was the first in California. I'd like to thank
Kevin Meikle and his airport team, they did an amazing job. I want to thank
the many partners such as SKYWest Airlines, TSA, Delta Global, HP and
the ARC for their work, dedication and committment to the families.

The item was introduced to Council by Assistant Director Barfield with the
Transportation Department.
Council President made a motion to approve the item. No one seconded the
item. Councilmember Soria made a motion to strike the misdemeanor
language. Councilmember Baines seconded the motion with the following
amendment to add a banning of rides instead of a misdemeanor, which was
accepted by Councilmember Soria.
Councilmember Bredfeld stated that he cannot support that motion.
Councilmember Brandau asked to bring the item back in two weeks when
it's completely cleaned up. Councilmember Caprioglio seconded the motion.
City Attorney Sloan added if the item was bought back in two weeks, it
would come back for introduction and then the following meeting for
adoption.
Councilmember Soria made a motion to approve the item at introduction
today with the change that would eliminate the misdemeanor language and
provide for banning on the 3rd violation and retaining the administrative
process too. The first violation is a warning, the 2nd violation is an infraction,
and the third violation is being banned from riding the bus for a certain
amount of time. This is a new introduction and will have a new adoption
date at the next meeting which was later changed to June 8, 2017.

ID17-736 Appearance by Mary Esther Correa to dispute the fines she has incurred
by Code Enforcement on her Iowa Street property (Speaker’s property
located in District 7)
Mary Esther Correa discussed code violations and citations she received on
her property. Someone recently broke into her home through the back door
with a crowbar and was in her home charging his phone. The person who
broke into her home, damaged the door and Code Enforcement fined her for
that too.

The Fresno City Council welcomes you to City Council Chambers, located in City

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.

appropriate. Actual timed items may be heard later but not before the time set on
