Budget Hearings
The City Council met in the City Council Chamber, City Hall to continue budget
hearings on the date and time written above.

President Olivier announced that motions made at the previous budget
hearings would be reviewed and voted upon and that additional motions
could be made. President Olivier also reminded Councilmembers to speak
louder when making a motion and a second. And lastly, he announced there
will be no public comment and all votes will be electronic.
VOTES ON MOTIONS
Vote on June 6, 2017 motion by Councilmember Baines III, second by
Councilmember Soria, to add $50,000 to the City Attorney's budget for Law

Clerks. This item PASSED by unanimous vote.
Vote on June 6, 2017 motion by Councilmember Brandau, second by
Councilmember Olivier, to add $170,000 to the City Attorney's budget for
two Legal Investigators. This item PASSED by unanimous vote.
Vote on June 6, 2017 motion by Councilmember Caprioglio, second by
Councilmember Soria, to add $25,000 to Police budget to continue report
writing station in district 4. This item PASSED by unanimous vote.
Vote on June 13, 2017 motion by Councilmember Baines III, second by
Councilmember Soria, to rebudget the Industrial Compatibility Study (ICS)
funding from Fiscal Year 17 into Fiscal Year 2018. This item PASSED by
vote of 4 to 3 with Councilmembers Brandau, Olivier, Bredefeld voting, no.
Vote on June 13, 2017 motion by Councilmember Soria, second by
Councilmember Chavez, to utilize any unexpended dollars from CDBG
repayment and EDA grant to be used for affordable housing similar to Fiscal
Year 2017. This item PASSED by unanimous vote.
Vote on June 13, 2017 motion by Councilmember Soria, second by
Councilmember Olivier, to bring back to Council on an annual bases an
annual report from SPCA including budget detail as part of funding
requirements. This item PASSED by unanimous vote.
Vote on June 14, 2017 motion by Councilmember Soria, second by
Councilmember Baines III, to appropriate $200,000 to create a legal defense
fund. This item FAILED by vote of 2 to 4 to 1 with Councilmembers
Bredefeld, Brandau, Olivier and Caprioglio voting, no, and Councilmember
Chavez voting, abstaining.
Vote on June 14, 2017 motion by Councilmember Baines, second by
Councilmember Chavez, that any new revenue received from the new
statewide gas tax (Senate Bill 1) be restricted to contingency and removed
and spend only upon super majority vote of the Council, as such revenue be
spent only on improvements to streets and roads, and that it be spent to
supplement rather than supplant, planned or existing efforts and
expenditures. This motion was amended to the following:
Vote on June 20, 2017 motion by Councilmember Baines, second by
Councilmember Chavez, that once CIP list is approved for Senate Bill 1

funding it can only be changed through a super majority vote by Council.
This item PASSED by 6 to 1 vote, Councilmember Bredefeld voting, no.
Vote on June 14, 2017 motion by Councilmember Chavez, second by
Councilmember Baines III, to include Lane Neighborhood street
improvements in Fiscal Year 2018 projects. This item PASSED by
unanimous vote.
Vote on June 14, 2017 motion by Councilmember Caprioglio, second by
Councilmember Baines III, to carry over unspent funds from Melody Park
funds. This motion was amended to the following:
Vote on June 20, 2017 motion by Councilmember Caprioglio, second by
Councilmember Baines III, to include an additional $32,000 to carryover to
sustain and continue current expenditures. This item PASSED by
unanimous vote.
ADDITIONAL MOTIONS
Councilmember Soria motioned to carryover unspent remaining balance
($191,000) from Fiscal Year 2016-2017 for Youth Commission.
Councilmember Chavez seconded the motion. This item PASSED by 4 to 3
vote with Councilmembers Bredefeld, Brandau and Olivier voting, no.
Councilmember Soria motioned to increase existing funding by $50,000 to
increase the number of intern slots. Councilmember Chavez seconded the
motion. This item FAILED by 3 to 4 vote with Councilmembers Bredefeld,
Brandau, Caprioglio and Olivier voting, no.
Councilmember Soria motioned contingent upon General Fund carryover,
include $200,000 for establishing a 1 year pilot facade improvement
program in the Tower District, Fulton, Kings Canyon Corridor and District 4
area. Motion Withdrawn by Councilmember Soria.
Councilmember Soria motioned to add $100,000 to the City Attorney's
budget for increases to salaries and utilize any savings for Code
Enforcement. Councilmember Bredefeld seconded the motion. This item
PASSED by 6 to 1 vote with Councilmember Olivier voting, no.

motion from Council Vice President Soria and a second by Councilmember
Brandau, the motion passed on a 5-0 vote with Councilmembers Baines and
Caprioglio absent.

The Fresno City Council welcomes you to City Council Chambers, located in City
Hall, 2nd Floor, 2600 Fresno Street, Fresno, California 93721.
The City of Fresno’s goal is to comply with the Americans with Disabilities Act
(ADA) in all respects. The meeting room is physically accessible. If, as an
attendee or participant at the meeting, you need additional accommodations
such as interpreters, signers, assistive listening devices, or the services of a

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
present throughout the meeting to ensure their presence when the item is called.
