There was an error during the June 26, 2017 meeting regarding item 1-B

erroneously.
The error has been corrected so that item 1-B now has the correct
resolution number of 2017-176, and item 3-B now has the correct

Vice President Soria spoke regarding the Tuolumne street bridge ribbon
cutting, thanked Administration for launching the program to allow students
and staff to ride the FAX buses for free, reminded everyone on August 21,
2017 there will be a budget participatory meeting in District 1 at Slater
Elementary School.
Councilmember Brandau spoke regarding his support to the amendment to
item 1-Q.

City Manager for an update on the BRT and if the item can be delayed to the
next meeting. Assistant Director Barfield spoke regarding the importance of
the timeliness of the item.
Vice President Soria motioned to continue this item to the following meeting
and directed staff to bring back a presentation.
Councilmember Chavez requested the item to move forward for approval.

Councilmember Chavez spoke regarding Prop 36 and the folks who were
trying to get help with their substance abuse problems, individuals who
have mental health problems and those who are not ready to get out of
homelessness. Chavez asked Preston Prince to speak about the amount of
money that is spent on reducing homelessness in Fresno. Councilmember
Chavez also mentioned the lack of resources the City of Fresno has to
support the homeless.
Councilmember Chavez motioned to amend the ordinance to include; in lieu
of being taken to jail and paying a $1,000 fine, at the election of the citing
police officer and with the consent of the individual, be taken to a facility
providing social services related to mental health, housing, and or
substance abuse treatment. Furthermore, as an alternative to a fine or jail
sentence, the City would encourage the Court to grant diversion or probation
with a condition the offender complete a rehabilitation program.
Councilmember Brandau accepted the amendment.

Councilmember Caprioglio spoke regarding homeless veterans and asked
Chief Dyer to speak about the services that are provided to them.
Vice President Soria asked Chief Dyer how Fresno Police Department
handles enforcement of the homeless individuals and the impact of
addressing other crimes that might be of a higher priority. Soria also
address the shortage of resources, money and help from the County of
Fresno.
Mayor Brand spoke regarding the 10 year plan of prior Administration and
the amount of money spent by other Cities in California to help the
homeless. Mayor also spoke about affordable housing and Faith Leaders on
Homelessness. He further spoke about the Housing Authority and the need
to work with the County of Fresno who provides all public health and
behavioral health services.

additional resources and the progress in getting the Veterans off the street.
Council President Olivier asked staff to report to the Council and City
Manager as to the progress that is being made and what happens to those
who have vouchers and are waiting for housing.
Council directed staff to bring back a Resolution establishing a data report
and to be brought back to Council for approval at a latter date.

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
