Councilmember Bredefeld asked staff about the program, if it was new and how long has the program been going on. Is it two officers for the 14 units. Explain why is there a need for this program. Chief Dyer responded. Council President Soria asked staff was the agreement requested by Housing Authority and if there was potential partnership within the apartment complexes. Chief Dyer replied. Service Agreement between Granicus, Inc. and the City of Fresno, CA The above item was introduced to Council by City Clerk Spence, City Clerk Office. Upon call, there was no public comment. Council President Soria asked City Clerk Spence to discuss the three amendments to the Agreement and what it will accomplish and stated she is in support of the item. Council President Soria motion to approve the item as presented with the understanding that there will be a need to make changes to the Council's rules and procedures regarding the implementation of the eComment and come back with an evaluation of the program at a later date. Councilmember Baines seconded the motion. Councilmember Olivier asked City Clerk Spence who will decide what items will be available and open for eComment, if it is labor intensive and how many hours a week will it take staff to use eComment. Councilmember Olivier also asked if it is widely used and asked City Attorney Sloan if the system will create a legal problem. City Clerk Spence and City Attorney Sloan replied. Councilmember Caprioglio asked if the contract can be opted out if it does not meet City's expectations. City Clerk Spence replied yes. Council Vice President Brandau asked if members of the public can speak while at home, what is the cost and what does the $5,000 provide the City of City of Fresno ***Subject to Mayoral Veto Page 13 City Council Meeting Minutes - Final August 30, 2018 Fresno. Council Vice President Brandau suggested that a subcommittee be formed consisting of Council Vice President Brandau, Council President Soria, City Attorney Sloan and City Clerk Spence to modify the Council Rules of Procedures to incorporate rules for eComments. Councilmember Bredefeld asked City Clerk Spence how many other Cities are using eComment and asked City Attorney Sloan to discuss his concerns regarding PRA request and what the potential issues are with eComment. Councilmember Bredefeld suggested that the Council rules and procedures be modified before approving the item. Council President Soria withdrew her motion and will continue the item to September 20, 2018 with Council rules and procedures that incorporates rules for eComments. City Council recessed for lunch at 12:05 A.M. and returned from lunch at 1:33 P.M. Councilmember Baines left the meeting at 2:30 P.M. 5.
